Mr. NADLER introduced the following bill; which was referred to the Committee on the Judiciary

A BILL

To control the sale of gun kits.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as 'Ari's Law'.

SEC. 2. ARI'S LAW.

Section 921(a)(3)(B) of title 18, United States Code is amended by striking 'or receiver' and inserting, ', receiver, barrel, stock, or any part of the action'.

This Bill is written in a very cryptic style, giving no clue as to what it really means. So let's go look at 18 USC 921(a)(3)(B) and find out exactly what language he is proposing to change:

TITLE 18 - CRIMES AND CRIMINAL PROCEDURE

PART I - CRIMES > CHAPTER 44 - FIREARMS

Sec. 921 - Definitions

(a) As used in this chapter -

(3) The term "firearm'' means;

(A) any weapon (including a starter gun) which will or is designed to or may readily be converted to expel a projectile by the action of an explosive;

(B) the frame or receiver of any such weapon;

Now we can come to an understanding of what Rep. Nadler is trying to do here. He claims that this change is to control the sale of gun kits, but that isn't the whole story. He is changing the fundamental definition of a "firearm" from just a frame or receiver, to also include a barrel, stock or any part of the action. And by changing the basic definition of a firearm, every single law that applies to "firearms" now also kicks into effect for all of these new parts; barrels, stocks and action parts.

What that means, is if you want to purchase a replacement wood stock for your rifle, you would be required to make the transaction through a licensed gun dealer, just as if you were purchasing an entire new firearm. The same would be true if you were buying a replacement barrel, or a spare bolt, or even so much as a firing pin or a spring. All of these purchases would now be required to go through a gun dealer, with an ATF form 4473, a NICS background check, and of course, a fee from the firearm dealer for his hassle in conducting all this legal paperwork for you.

This Bill is not just about regulating gun kits. This bill also regulates virtually all spare parts for all firearms.

Perhaps Mr. Nadler wrote this Bill in such a cryptic fashion, and gave it such a misleading title, because he is hoping that nobody will notice or figure out what he's *really* trying to do...
