A tyrannical gov't is one which operates outside of its legitimate (i.e. Constitutional) boundaries or one which uses the power of the state to oppress individuals or groups which may disagree with it (like, say, people who want to drink raw milk, or who want to celebrate their religion with traditional sacrements like peyote).
