The gloves are officially off as fists gleam with brass knuckles and razor sharp nails in an all out ideological street brawl prompted by the spurious radicals willing to swap basic freedoms, liberties and social morays in protest of the current administration. While teachers chanted and delegates killed the education omnibus bill at the east end of the Capitol, the Senate breezed through a handful of hardly noticed bills. One to raise property taxes died in a tie. SB 29 is an economic development bill. It proposes to establish a tax credit for businesses locating on post-coal mine sites. It would allow a tax credit equal to 50 percent of the qualifying business’ capital expenditures for its first five years at the site. It passed 32-0 and goes to the House. |

There was a time not all that long ago when factory ammunition was pretty basic, and the Winchester Silvertip was the most-advanced, personal-defense ammunition you could buy. This is, of course, one reason handloading—particularly for rifle cartridges—became so popular; shooters could build their own specialized ammunition with bullets like the Nosler Partition. More than a dozen Washington state law enforcement officials have stated their respective departments and personnel will not enforce the changes in firearm law mandated by I-1639—citing concerns the 30-page measure violates rights guaranteed by the U.S. Constitution—until it survives a court challenge filed by NRA-ILA and the Second Amendment Foundation. The ballot initiative was approved Nov. 6 and, pending judicial review, could go into effect July 1. |

The right to keep and bear arms protected by the Second Amendment extends beyond a firearm itself and includes some types of firearms accessories, Kansas Attorney General Derek Schmidt today told the U.S. Supreme Court. Schmidt led a group of eight state attorneys general today in filing a legal brief asking the U.S. Supreme Court to hear an appeal and reverse a recent ruling by the 10th U.S. Circuit Court of Appeals, which held that firearms accessories fall outside the scope of the Second Amendment. |

Lincoln County commissioners voted 4-1 Tuesday to approve a resolution to become a 2nd Amendment sanctuary county in reaction to proposed state gun legislation. Commissioner Elaine Allen cast the lone nay vote, saying while she concurred with many of the comments from the audience, she did not support the idea of a sanctuary status. |

Republican lawmakers in the House and Senate have again drafted a resolution to give gun rights the highest level of protection possible under the Iowa Constitution. Secretary of State Paul Pate’s staff missed a deadline for publishing the proposal last fall, so Republicans who’ve championed the amendment had to re-start the process. Richard Rogers, a lobbyist for the Iowa Firearms Coalition, says Iowa is one of six states that doesn’t specifically include gun rights in its constitution. |

A Kankakee County Board member who wants his colleagues to adopt a pro-Second Amendment resolution says the county should “moderate the rhetoric” compared to other places. Member Darrel Smith, a Republican from the northwestern part of the county, discussed the issue last week at the monthly meeting of the county board’s criminal justice committee. He noted Effingham County has taken the “most direct, hard line” of any of the more than 50 counties that have adopted the resolution. |

The push to prohibit public colleges and universities from restricting guns on campuses was defeated in the Senate on Tuesday. Senate Bill 122, which would prohibit the Board of Regents and Board of Technical Education from adopting policies that would restrict or limit a person's ability to carry a firearm on campus, was defeated in the Senate on a 10-24 vote. The Senate's decision came after nearly 50 minutes of debate on whether allowing guns on campuses would give students more safety. |

This week the House heard several bills on the floor. One bill you probably saw in the headlines was House Bill 2597 by Rep. Jon Echols, of Oklahoma City. This is the constitutional carry bill that was very similar to the bill passed by the House and Senate last year before it was vetoed by then-Gov. Mary Fallin. This year’s version of the bill successfully passed the House with a 70-30 vote and will now move to the Senate, where it will undergo the same legislative process before it goes to the governor’s desk.

San Jose leaders are proposing amendments to gun sales ordinances, designed to reduce or eliminate so-called straw purchases. Flanked by the city’s police chief and other community state-holders, Mayor Sam Liccardo, (D) San Jose, says it’s time to update the city’s gun ordinances – laws that haven’t been amended since Ronald Regan was in the White House. “We’ve seen enough studies demonstrating straw purchasing are endemic particularly among gangs that are purchasing guns, often from gang members who don’t have a prior record,” said Liccardo. |

The bill that would allow the South Dakota Game, Fish and Parks Department to sell what amounts to raffle tickets for some high-demand big-game hunting licenses stalled on the state Senate floor last week. Known as Senate Bill 153, the proposed law would change state statute to allow GFP to charge an application fee for big game hunting licenses, something it has heretofore been barred, by law, from doing for deer, antelope and turkeys. The Department can and does charge application fees for elk, bighorn sheep and mountain goat hunting licenses. |

The state senator and two representatives from the 13th Legislative District will be holding a series of face-to-face town hall meetings in late March. Rep. Tom Dent, R-Moses Lake, told attendees at the Grant County Republican Party’s Lincoln Day fundraising dinner on Saturday that representatives will meet with district residents Friday, March 22, in Ellensburg, and then on Saturday, March 23, in Davenport in the morning and Moses Lake in the “late afternoon.”

The Louisiana Board of Ethics told Republican state Rep. Waterville Mayor Nick Isgro apparently feels more at ease in a City Council setting where people are allowed to carry guns. Residents at Tuesday’s council meeting, held in the Chace Community Forum at the Bill & Joan Alfond Main Street Commons downtown, cited various reasons why they think council meetings should be moved from the Colby College-owned building to a city-owned facility, not the least of which is that people would be permitted to bring guns to the meetings. |

I don’t know about you, but growing up and playing Cowboys and Indians was a main stay in my household. Add in a BB gun and the “Duke” or John Wayne and things just didn’t get much better than that. Imagine my surprise when wandering SHOT Show 2019 and running into a booth featuring “John Wayne Signature Series Airguns.” Needless to say I stopped in and spent some time pawing over the BB guns powered by CO2 or a spring piston system from the Air Venturi Company. These air guns are endorsed by the Wayne family and are officially licensed.

The property rights and hunting bill, 2315 passed Tuesday in the Senate by a vote of 28-18. This would implement a database identifying whether land is open to hunters through a color scheme, green (hunting available), yellow (need to ask property owner or manager for permission) and red (closed for hunting). However, Senator Garry Luick stressed if property is listed as green it is only open to hunting and if one is not hunting it is considered trespassing. If someone does trespass, or remains on the property after being asked to leave, the individual may be charged with a Class B misdemeanor.
