Tracy Lawrence was making coffee around 6 a.m. one day last June when he glanced out a window and, to his shock, saw two teenagers casing his yard in rural Jackson County.

Although it was nearly summer, they were dressed in stocking caps and heavy coats. One was near Lawrence's pickup truck; another near his garage.

Lawrence grabbed his .22-caliber rifle and stepped out on back porch.

"What the hell are you doing?" he yelled.

The two 18-year-olds took off. Lawrence ran after them and fired his gun five times. He told police he didn't mean to hurt them. But Hunter Lentz dropped dead with a gunshot wound to the head. Matthew McMillen was killed by a bullet that ripped through his back and tore his aorta.

Calling the technology a method of gun control, a Senate panel voted Wednesday to preclude any mandate that Arizonans have to purchase “smart” guns.

HB 2216 says the state may not require any person to use “electronic firearm tracking technology.”

It also bars disclosure of any disclosure of information gathered from such technology that would identify the gun owner or the person’s firearm.

Rep. Paul Boyer, R-Phoenix, said he heard a presentation at a conference that suggested the best way to regulate who can own and fire a gun is “block chain technology.”

The U.S. House of Representatives is expected this week to consider a bill backed by the National Rifle Association that would prohibit the Department of Veterans Affairs from submitting to the federal criminal background check system the records of veterans with severe mental illnesses without judicial rulings. As it now works, veterans deemed “mentally incompetent” by the VA are placed on the list of individuals who could be denied weapons permits.

Despite strong endorsements from some gun rights advocates, Supreme Court nominee Neil Gorsuch has a slim appeals court record on the subject — a record that leaves his views a mystery on how far constitutional firearms rights extend.

The National Rifle Association notes favorably a 2012 case in which Gorsuch wrote for the 10th U.S. Circuit Court of Appeals that "the Supreme Court has held the Second Amendment protects an individual's right to own firearms and may not be infringed lightly."

The General Assembly is considering a bill that would require gun owners who openly carry a weapon to produce their gun permit if asked by law enforcement. Changes to the proposed language in the bill are causing some contention among members of the Judiciary Committee, which held a public hearing on the legislation Wednesday.

The original language of House Bill 6200 stated that police could only request to see the permit if there was reasonable cause that a crime had been committed. The Judiciary Committee’s version of the bill removes that clause, meaning if a person carries a pistol or revolver in plain sight and a police officer asks for his or her permit, they would be obliged to comply, whether there is reasonable cause or not.

Gorsuch is dangerous, but it’s also worth pointing out that Gorsuch will be confirmed, because the Democrats don’t have the numbers to block him, so it’s a moot point at this station. The NRA is wasting money out there promoting Gorsuch, because he’s going to get confirmed, but I don’t care if that organization wastes money. I don’t care if they go bankrupt supporting this guy. They deserve it, because again, they’re not out there fighting for your rights. They’re fighting to keep profits high for corporate America.

Wyoming Governor Matt Mead on Wednesday vetoed a bill repealing gun-free zones at government meetings in the state.

Original House Bill 137, Enrolled Act 0107, would have allowed the concealed carrying of firearms at government meetings held on public property. But for legislative meetings, the bill would have only allowed carrying concealed weapons where permitted.

At a town hall meeting at the Pelham Civic Complex on Monday, March 13, Pelham Police Chief Larry Palmer urged city leaders and residents to contact state legislators to speak out against the passing of Senate Bill 24.

If passed by the Alabama Legislature, a permit would no longer be required for a person to conceal carry a handgun and constitutional carry would be the law. Senate Bill 24, which was introduced by Sen. Gerald Allen, R-Tuscaloosa, would allow full concealment of a firearm on one’s person or in a vehicle.

A new bill filed by state Rep. Dodie Horton in the current legislative session is taking aim at imitation guns in schools.

House Bill 43, which Horton authored at the request of Bossier Parish Sheriff Julian Whittington, “prohibits the possession of imitation firearms, projectiles, or ammunition on school property, at school-sponsored functions or within 1,000 feet of a school campus.”

Whittington said he asked Horton to author the bill after an incident at an alternative school in Bossier Parish last year where two students were accused of threatening others.

The rights contained in the U.S. Constitution apply to liberals as well as conservatives.

And now it seems liberals are exercising their rights to own a firearm.

In what can only be described as the perfect example of irony, while gun sales have declined overall nationwide since Donald Trump became president, it seems there has been an increase in gun sales among certain demographic groups - blacks and those who identify as LGBT. (This is according to statistics from the Federal Bureau of Investigation and www.washingtonpost.com.)

There has been much debate in Georgia regarding allowing guns on campus.

The two main justifications are that allowing campus carry will provide protection to those during an active shooter incident, and regardless of the reasoning, the Second Amendment allows it.

So let’s examine the data that is out there, not my research, but clear facts based on those states which allow campus carry:

Of course that’s untrue, as plenty of people familiar with the issue pointed out at the time. And now that veterans also find themselves at risk of losing their Second Amendment right to bear arms without due process, she can fall in with the likes of former General and CIA director David Petraeus, who, with a coalition of retired admirals and generals calling themselves the Veterans Coalition for Common Sense, is opposing the Veterans 2nd Amendment Protection Act, which the House is expected to take up this week.

As reported Monday, the New Jersey Senate voted on SCR 149 without notice and without language being posted for the public to review. The Senate approved the measure on a largely partisan 21-16 vote. This resolution would support a legal challenge to the executive action announced by Gov. Chris Christie last week when he finalized the adoption of rules governing issuance of concealed carry and the "justifiable need" standard.

Tomorrow, the Assembly is going to have a floor vote on ACR 234. It's imperative that you contact your Assembly members and respectfully ask them to oppose this legislative attack on concealed carry.

Florida lawmakers are on the cusp of expanding the state's controversial Stand Your Ground gun law in a radical new way. Stand Your Ground allows people to use deadly force rather than retreat from a threatening altercation if they "reasonably believe" their lives are endangered. Several high-profile cases in recent years have set off fierce debate about the policy, including the killings of black teenagers Trayvon Martin and Jordan Davis. As the New York Times reports, the new measure, which passed the state Senate on Wednesday, would make the bar exceptionally high for prosecutors to prove that a person unlawfully killed in an alleged act of self-defense:

Kahr dropped the news Wednesday that three variants of their CW9 series of polymer framed pistols are approved for sale in sunny California.

The company has about 40 models and variants of semi-auto handguns currently on California’s DOJ-approved roster and the newly-added guns, all from the same platform family, share a number of traits to include 3.6-inch barrels and an overall length of 5.9-inches. The handguns, all DAO, use a Browning-style recoil lug and feature a 7-round detachable box mag– within California’s 10-round or less mandate. Likewise, they all MSRP around $480.

Once again, with regard to open carry and campus carry, Gov. Rick Scott is silent.

I suppose that's what a leader does on important issues. Just keep quiet and see what happens. It's only a matter of life and death for the citizens of Florida to be able to defend themselves from criminals, crazies, and terrorists, so no big deal, right?

The controversial push to expand gun rights on college campuses now heads to the governor's desk.

State representatives gave the legislation their final stamp of approval Wednesday afternoon.

The governor's office hasn't said whether he intends to sign it, but some are still hoping he doesn't pull the trigger.

"Would you veto that bill if it came to your desk?," asked Capitol View host Drew Petrimoulx during a show in January.

"I would not say that," the governor replied. "I haven't talked to Representative Collins yet. I haven't heard the debate."

There are mixed feelings surrounding House Bill 251, which would allow concealed carry permit holders to carry their guns on both ECU and Pitt Community College campuses.

The majority of students we spoke to said it's anyone's second amendment right to carry a gun. Those students did not think it was a problem since the permit holder would have follow protocol to obtain their permit. But many did say there should be regulations as to where on campus people could carry a gun.

Lawmakers heard concerns from both sides of the political aisle Wednesday as law enforcement pushed for the right to compel gun owners to produce their permits when openly carrying a firearm.

The bill, as expected, received questions from Second Amendment advocates about whether granting police the authority would lead to unlawful stops and searches against otherwise law-abiding gun owners.

“That’s one of my concerns here and I keep saying about this bill, and we had it last year, that I don’t think passing it makes one bit of difference and that is because the Constitution is still going to apply,” said Rep. Rob Sampson, R-Wolcott, one of many lawmakers and speakers to reference the Fourth Amendment.

Kansas senators and representatives returned to Topeka this week following a short break many spent back in their districts.

On Thursday of this week, the House Federal & State Affairs Committee held a hearing on HB 2220. This bill, much like the concealed carry preemption bill from a few years ago, would help ensure uniformity of gun laws on our college campuses.

The language prevents Kansas universities from creating their own sets of regulations for firearms on campus.

We knew it was going to be bad, but not this bad! Yesterday, the Idaho Senate released their version of what was supposed to be a “good” Castle Doctrine and self-defense bill.

The entire purpose of reforming our self-defense laws is to ensure homeowners, and people in Idaho acting in self-defense, have the best protections possible.

Senate Bill 1161 fails to solidify Idaho as a top state where gun owners are protected! Instead, this bill would continue to protect criminals.

It is up to you to stop this poor piece of legislation from going forward. We’ll tell you how to help in just a minute.

SB-128, the self-defense bill/burden of proof bill was heard by the full Senate on final passage today, Wednesday, March 15, 2017, and PASSED 23-15. The bill will now be sent to the House.

SB-128 Burden of Proof by Sen. Rob Bradley restores the presumption of innocence in self-defense cases by putting the burden of proof BACK ON THE STATE where it belongs. ALL Democrats voted AGAINST the bill. ALL Republicans voted FOR the bill -- except Sen. Anitere Flores (R-Miami) who voted AGAINST the bill. Below is the link to Senate Floor Vote:
