With one stroke of a pen, Gov. Terry Branstad is poised to make Iowa one of the friendliest states for gun owners. Lawmakers have passed a bill that many say is the most comprehensive and broadest piece of legislation on gun rights the state has seen. The legislation would, among other things, allow citizens to use deadly force if they believe their lives are threatened and to sue local government officials if they think gun-free zones have violated their Second Amendment rights.

A teddy bear on display Wednesday in Chicago is not soft or furry, cute or cuddly. It is metallic gray and has a gun barrel with a capacity for six bullets as its muzzle. The Illinois Council Against Handgun Violence launched the new public awareness campaign — titled "Teddy Gun" and produced by local ad agency FCB Chicago — to raise awareness of gun violence. It aims to highlight the lack of government oversight in gun manufacturing by pointing out that plush toys are subject to more federal safety standards and regulations than guns.

Contrary to what the National Rifle Association and other such organizations would have us believe, we can regulate the ownership and use of firearms without offending the Second Amendment. In the U.S. Supreme Court's Heller decision, Justice Antonin Scalia found an individual right to a firearm, but qualified it: “[T]he right secured by the Second Amendment is not unlimited. [It is] not a right to keep and carry any weapon whatsoever in any manner whatsoever and for whatever purpose. [P]rohibitions on carrying concealed weapons [are] lawful under the Second Amendment or state analogues.
