The sheriff in San Bernardino County—east of Los Angeles County—has deployed a stingray hundreds of times without a warrant, and under questionable judicial authority.
In response to a public records request, the San Bernardino Sheriff’s Department (SBSD) sent Ars [Technica], among other outlets, a rare example of a template for a "pen register and trap and trace order" application. (In the letter, county lawyers claimed this was a warrant application template, when it clearly is not.) ...
Stingrays, or cell-site simulators, can be used to determine location by spoofing a cell tower, but they can also be used to intercept calls and text messages. |

The shooting death of a Pike County, Mo. man is being called self-defense.
Authorities say 38-year-old Clinton Dorsett Collins was shot up to four times in the chest at a rural Annada home just after 7:40 p.m. Saturday, May 23. The victim was pronounced dead at the scene by Pike County Coroner Jim Turner.
Pike County Sheriff Stephen Korte said in a statement Sunday that the homeowner apparently acted in self-defense. |

Those who push restrictive gun laws would have you think guns are only the tools of criminals, and that law-abiding citizens never use them in defense of self and others. In fact, Shannon Watts, head of the Michael Bloomberg-funded Moms Demand Action, said just that in a television interview last year.
“This has never happened,” Watts said, referring to NRA Executive Vice President Wayne LaPierre’s statement that the only thing that stops a bad guy with a gun is a good guy with a gun. “Data shows it doesn’t happen.” |

Let me also say without equivocation, I strongly support hunting. I started hunting when my Dad gave me a single shot 410 gauge shotgun at the tender age of nine. Since then I've owned and used guns my whole life – shotguns, rifles, and pistols. When I was younger and had a keener eye and a steadier hand, I could outshoot most of my peers. Moreover, not long ago I passed a "concealed carry" class and currently await the arrival of my permit.
Ed.: No, you support hunting 85% of the time, at best a low B grade, certainly not 'strongly support'. |

There are rare times when this “Trib” reader long used with equanimity to reading right-wing viewpoints and polemics becomes disgusted.
This happened to me, when in the May 17 edition I read Stephen P. Halbrook’s “One cannot argue with history,” in which he claims that in 1938 Nazi Germany passed a gun control law that forbid Jews to have guns. |

After a couple of break-ins and with her husband out of town on business at times, Kim Smith Worley decided to take her safety into her own hands.
Just as millions of other Americans have in recent years, she bought a gun and got her concealed carry permit, which allows her to legally carry the weapon on her or in her car, as long as she abides by state laws. |

Two bills to expand gun rights that had been expected to fly through the Republican-controlled Texas Legislature have instead hit several snags and will need a big push during this final week of the session if they are to become law.
A so-called campus carry bill, which would allow concealed handguns in college classrooms, cleared the Senate in March and is scheduled for a House vote Tuesday. An open carry bill, which would permit guns to be carried in plain sight most everywhere, passed both chambers in different forms but ran into unexpected turbulence last week as a surprising coalition of Senate liberals and tea party conservatives teamed up for a vote to limit police oversight of the measure. |

A 2-year-old boy is in critical condition at VCU Medical Center after accidentally shooting himself at a home in Lunenburg County Monday morning.
It happened shortly before 9:30 a.m. at a somewhat secluded home along Doswell Town Road in Meherrin.
A family from out of town was visiting for the Memorial Day holiday. That family's 2-year-old was alone in a bedroom when he reached up, grabbed a loaded handgun off a dresser, and pulled the trigger, shooting himself. |

Campus carry could hurt Texas universities' ability to recruit and retain quality faculty, and could drive up tuition, University of Texas System Chancellor William McRaven said in a letter sent to state representatives a day before the legislation hits the House floor for debate.
"The presence of handguns on Texas campuses, where we would be one of fewer than 10 states to allow this conduct, may well cause faculty to be discouraged from relocating from other states," wrote McRaven, best known for leading the raid that killed Osama bin Laden during his tenure as the head of U.S. Special Operations Command. "The intuitive answer is that the presence of concealed weapons will make us less competitive." |

There are more than 860 college buildings in the state of Kansas.
Today, almost all of those buildings ban guns, but, thanks to a law passed by the Kansas legislature, that is getting ready to change.
In July of 2017, state law will allow people to carry guns into any campus building, unless the facility has certain security measures in place, like a security guard or metal detector. |

How authorities monitor the spread of unauthorised weapons has become more complicated as technology enables new manufacturing methods.
The manufacture of guns using three dimensional (3D) printing technology has been a growing concern to law enforcement authorities since the first plastic 3D-printed gun was successfully fired in Texas in May 2013.
3D printing of the first metal gun was reported in California six months later. The gun successfully fired at least 50 rounds. |

The fight over whether a homeowner should be allowed to build a pit on his land to fire his guns is quieting down in Rockingham County.
Army veteran Bobby Young said he built the firing pit to teach his children to handle guns properly. He put it 10 feet underground to keep bullets inside.
But neighbors said the noise from the gunfire was annoying and they worried that any stray bullets might be a danger to the residents of the 63 houses in the neighborhood near Stoneville.
However, just as quickly as the problem heated up, it died back down. |

A law allowing the concealed carry of handguns on college and university campuses in Kansas takes effect on July 1, 2017.
In April 2013, Kansas Governor Sam Brownback (R) signed the law “authorizing those who get [concealed carry] licenses to carry concealed weapons into any state or municipal building except those that have ‘adequate security measures’ such as metal detectors or trained guards.”

U.S. District Court Judge Frederick Scullin issued a preliminary injunction May 18 against the District of Columbia and its Metropolitan Police Chief Cathy Lanier from enforcing a law that all but prohibits D.C. citizens from acquiring a concealed carry permit.
He was blunt in issuing the injunction, declaring that the district had deliberately and intentionally made the application process so onerous and difficult as to prevent ordinary citizens from exercising the rights the Second Amendment guarantees to keep and bear arms: |

Critics of gun law reforms argue that the high levels of gun violence in Chicago are proof that regulation doesn’t work, given that the city has relatively strict gun laws. But lax laws surrounding the area, both in the state of Illinois and nearby states, allow guns to flow into the city, which make up the vast majority of those seized by law enforcement. Research has found that localities in states that have weak gun laws tend to suffer higher rates of gun violence than those in states with stricter ones. Overall, more gun ownership has been found to lead to more murders. |

Ward 3 Coun. Matthew Green is calling on the city to offer cash for gun owners to turn in unwanted or illegal firearms in the wake of recent local shootings.
Hamilton police have offered gun amnesties in the past – last year they netted 374 firearms and 20,000 rounds of ammunition – but have never offered financial incentives. |
