Background Checks for Gun Parts?
Increased Gun Parts Regulation Proposed in Senate

The following is a Bill proposed in Congress. (My personal comments are indented and enclosed in parentheses.) [KABA's Notes are in bracketts.]

Mr. TORRICELLI (D-NJ)

A BILL

To close loopholes in the firearms laws which allow the unregulated manufacture, assembly, shipment, or transportation of firearms or firearm parts, and for other purposes. 

This Act may be cited as the `Gun Parts Trafficking Act of 2001'.

PROHIBITION AGAINST SHIPMENT OR TRANSPORTATION OF FIREARM PARTS, WITH CERTAIN EXCEPTIONS.

Changes the definition of a "firearm" to include; "any parts or combination of parts that when assembled on a frame or receiver would constitute a firearm".

(In other words, spare parts, all by themselves, would be considered a "firearm". A new barrel to replace one that is shot-out, or a replacement trigger mechanism, would be regulated as if they were firearms. To purchase repair parts like these you would have to order them through a licensed gun dealer and incur a background check and waiting period, just as if you were ordering a complete ready-to-shoot firearm.)  

It shall be unlawful for any person other than a licensed manufacturer to manufacture or assemble a firearm.

(You could not purchase some parts from one company, and the remaining parts from another company, and assemble them into a complete firearm. You would no longer be allowed to mix and match parts.) 

[KABA NOTE: We know how easily licenses can be revoked by having watch 75% of the licensed gun dealers being put out of business in the last eight years. And now they want to BAN you from building a kit gun. Why might that be?]

Increases the fee for a firearm manufacturing license from $50 to $500.

(To make it more difficult for individuals to get their own "manufacturing" license which would permit them to assemble their own gun parts.) 

[KABA NOTE: Anyone who sees this legislation as reasonable should be sent to Britain permanently and forced to walk through London at night, alone, unarmed.]

PROHIBITION AGAINST POSSESSION OR TRANSFER OF CERTAIN COMBINATIONS OF MACHINEGUN REPLACEMENT PARTS.

A "machine gun" shall include the frame or receiver of any such weapon, any part or combination of parts designed and intended, for use in converting a weapon into a machinegun, and any combination of parts from which a machinegun can be assembled if such parts are in the possession or under the control of a person. 

(If you are in possession of an automatic fire mechanism, even if you don't have the remainder of the gun that it would go into, you would be guilty of possessing an illegal machine gun.) 

[KABA NOTE: As with California's illegal "assault weapons" ban, it is highly unlikely the non-American traitor Torricelli who wrote this trash could come up with a list of such parts, specifically, or their commonality in both full and semi-auto firearms. It is also unlikely that he cares that the language of this bill, if enacted, could get people imprisoned for possessing parts that "could" be used in machineguns but never were nor would be. He hates guns, their owners, and is working to create a ban on your rights. This country would be better off if he were tried and found guilty of the treason he has committed -- and punished accordingly.]
