Dear Mr. President, Mr. Attorney General, Senate, Congress, and Fellow Citizens:

Whereas, the President of the United States has recognized and declared that Nations have an inherent right to self-defense, and whereas, that right is also recognized by the United Nations Charter; we the citizens of the United States do hereby affirm that right for our government.

Whereas, Terrorism consists in acts of violence against a government and the individual People of that government, and Whereas, the United States of America is unique among nations in that our government is a government of the People; by the people; for the People; we the People of the United States of America do hereby claim our personal and individual Right to self-defense.

Inherent in the Right to self-defense, as clarified in the Constitution of the United States of America by the Second and Ninth Amendment (and also within the laws of Nature, as established by the Creator of all things), is also the Right to have at one's immediate and ready disposal, the means to effect such self-defense.

Wherefore, we the People of the United States of America, by this proclamation, do affirm our Right to protect and defend the Constitution of the United States from all enemies, foreign and domestic, be they criminal, terroristic, or governmental, and we the people of the United States of America do hereby affirm our Right to keep, bear, carry, and conceal about our person, the necessary tools (weapons) such self-defense demands, as do the People of the State of Vermont.

The swift and unequivocal affirmation of the Right to self-defense by the People and our government will disarm one of the most significant aspects of crime and terrorism-the fomenting of distrust between the People and their government. A People and government united in Trust, cannot be divided, and thus, cannot be defeated from within. 

The following Court decisions (and many others not noted here) support and affirm our Right of personal self-defense and also indicate that such personal self-defense is the responsibility of each individual citizen and not the government. 

In 1980, the Oregon Supreme Court ruled, there were three reasons for the Constitutional "right to keep and bear arms" proviso: (1) As a deterrent against governmental oppression, (2) to make the right of personal defense meaningful, and (3) a preference for home-grown militia over a standing army. 

In, Warren vs. the District of Columbia (444 A. 2d 1, 1981), the District of Columbia Court of Appeals ruled that, "official police personnel and the government employing them are not generally liable to victims of criminal acts for failure to provide adequate police protection . . . this uniformly accepted rule rests upon the fundamental principle that a government and its agents are under no general duty to provide public services, such as police protection, to any particular citizen . . . a publicly maintained police force constitutes a basic governmental service provided to benefit the community at large by promoting public peace, safety and good order." 

In, Bowers v. DeVito (686 F. 2d 616, 1982) the Court of Appeals for the Seventh Circuit ruled, "[T]here is no constitutional right to be protected by the state against being murdered by criminals or madmen."

Just as all American citizens must recognize their oneness in Liberty with each other regardless of their ethnicity, or their political, or religious persuasion; Law Enforcement, must see itself as compatriots, dedicated to the enhancement of the Rights of the People, not as elitists and antagonists of those Rights.

America is the beacon of Liberty for all the nations of the world. No other nation in the history of the world has ever allowed for as much personal Freedom as our great nation. The tragedy of this terrorist attack can be a catalyst for the improvement of Freedom for all Americans (and People world-wide) or it can be the portent of more repression that will usher in a new Dark Ages. As Americans, the choice is ours to make-Liberty or Tyranny. The responsibility is ours to neglect or to fulfill.
