HOUSTON, TEXAS -- A 28-year-old Houston man was shot to death Sunday after he forced his way into the northwest Houston apartment of a woman and her children, police said.
The man, identified as Norris D. Frazier Jr. of the 8600 block of Aspenview, ignored repeated warnings to back off and exhibited continuous signs of bizarre behavior before he was shot, police said.
The trouble began around 12:20 p.m., when the man kicked in the door of the woman's apartment in the 1400 block of West Gulf Bank Road, police said. He left and stripped down to his undershorts and returned to the apartment, investigators said. He was shot in the head after entering the apartment a second time.
The case will be referred to a grand jury without charges, police said. The woman and her children were not harmed.
