Gun exporters are once again feeling the hurt.
Just a few months after the Biden Administration ended its pause on some firearms exports, the Trump Administration has imposed an even broader freeze on export licensing. Multiple sources told The Reload this time the pause came without warning, is still in place without explanation, and it’s not clear when it will be lifted. However, the gun industry probably isn’t the main target of the processing stoppage this time around either.

Gun Owners of America (GOA) and Gun Owners Foundation (GOF), on behalf of Carl Higbie and two other plaintiffs, have filed an Opposition to New York’s Cross-Motion for Summary Judgment in the Northern District of New York, responding to the state’s defense of restrictive concealed carry permit laws. Our work here aims to expand the victory previously won when New York City began to allow nonresidents to apply for permits to the entire state of New York, removing the current barriers that confine nonresident concealed carry access to just New York City.
This legal action is part of our ongoing commitment to dismantle unconstitutional gun laws that restrict the rights of law-abiding citizens across the country. |

The Second Amendment Foundation (SAF) has scored an important victory in its challenge of a federal prohibition on handgun sales to young adults with a unanimous ruling by a three-judge panel of the Fifth U.S. Circuit Court of Appeals to reverse a lower court decision and remand the case back for further action.
SAF is joined in the case by Firearms Policy Coalition, Louisiana Shooting Association and two private citizens, Emily Naquin and Caleb Reese, for whom the case is named. The case is known as Reese v. ATF. |

The House approved legislation Thursday that would allow adults to have several weapons that are currently prohibited under state law.
House Bill 207 would repeal the ban on blackjacks, a type of weighted baton; slung shots, a weapon with a heavy ball or knot on the end of a rope; and metallic knuckles. The ban would still be in place for those under 18, and people would be prohibited under the bill from selling or otherwise giving these weapons to minors. |

On January 30, 2025, Governor Albert Bryan Jr. stated a new policy of restoring Second Amendment rights should be attempted in the United States Virgin Islands. If it happens, it will be an extraordinary reversal in policy. The United States Virgin Islands have the most restrictive firearms laws in the United States. They are more restrictive than Hawaii or the District of Columbia. |

The U.S. Senate’s confirmation of former federal prosecutor Kash Patel as the director of the Federal Bureau of Investigation (FBI) is drawing cheers from pro-gun groups and jeers from those who want more restrictions on private firearms ownership.
Patel, a strong gun rights supporter, has been castigated by gun-ban groups since President Donald Trump first mentioned him for the role. One of their biggest grievances was that Patel was a “gun extremist” who might “purge the FBI.” |

The Pennsylvania Supreme Court has granted a petition for allowance of appeal in a case that challenges a Philadelphia ordinance banning privately manufactured firearms (PMF).
The case was filed in state court by Gun Owners of America (GOA) and Gun Owners Foundation (GOF) after the City of Philadelphia passed a city ordinance that restricted the manufacturing of firearms, components, and attachments for personal use by residents. |

A panel of judges at the Fifth Circuit Court of Appeals, in a unanimous ruling, found that the federal ban on federal firearms licensees (FFLs) selling handguns to 18-to-20-year-old adults violates the Second Amendment.
In this ruling, the court noted that the “government argues that a limited ban on the purchase of handguns from FFLs is not an infringement on the Second Amendment rights, and in any event eighteen-to-twenty-year-olds are not among ‘the people.’” |

Lawmakers in Oklahoma this week advanced a bill aimed at protecting gun rights of state-registered medical marijuana patients, although federal law still bars cannabis users from owning firearms regardless of their patient status.
The Senate Committee on Public Safety unanimously passed the measure, SB 39, from Sen. Julie Daniels (R), on Wednesday with a vote of 6-0. If it’s enacted, the legislation would specify that applicants for state-issued handgun licenses would not be disqualified merely for being a medical marijuana patient. |

Expanding Second Amendment rights has emerged as an early theme of the 2025 General Assembly.
Chief among several gun-related bills is House Bill 5, the North Carolina Constitutional Carry Act.
Current law bars North Carolinians from carrying concealed deadly weapons, including handguns, without a permit outside of one’s property. House Bill 5 removes that restriction for adults 18 and older.
It also abolishes firearms from the statutory list of deadly weapons — a list that includes daggers and stun guns. |

Rep. Michelle Salzman has filed a bill to lower the legal age to purchase a rifles and long guns in Florida from 21 to 18.
“The ability to purchase and utilize a firearm is your constitutional right, and reinstating those rights is the right thing to do for Floridians,” Salzman said. “We must stop infringing on the constitutional rights of law-abiding adults who are old enough to serve in our military and make other significant life decisions.”
HB 759 would repeal the age restriction implemented in 2018, which raised the minimum age for purchasing rifles and long guns from 18 to 21. Rep. Salzman argues that this current law unfairly restricts the Second Amendment rights of responsible young adults. |

For the second year in a row, a repeal of Wyoming’s gun-free zones is close to hitting Gov. Mark Gordon’s desk, although it wasn’t clear Friday whether Gordon will sign or veto the bill if it does.
House Bill 172 cleared its next to final hurdle in the Legislature, passing a third reading on the Senate floor by a vote of 25-6.
The Senate also rejected two amendments that would have given public schools more control over who would be allowed to carry concealed firearms on school grounds. That means the bill goes to concurrence, which is a process for House and Senate members to hammer out the differences before sending it on. |

The Alabama House and Senate have passed the Houston/Hunter Act, a bill allowing firearm owners to voluntarily and temporarily surrender their weapons to law enforcement during mental health crises. The legislation is aimed at reducing firearm-related suicides, particularly among veterans.
The bill permits firearm owners to enter into a voluntary agreement with a federal firearms licensee or a municipal or county law enforcement officer, who would take possession of the firearm for a mutually agreed-upon period. The act also grants civil immunity to federal firearms licensees and law enforcement officers, protecting them from liability when returning firearms at the end of the agreed period. |

Florida Sen. Randy Fine has introduced legislation that would allow people to legally carry concealed guns on college campuses.
In Florida, most people over 21 years of age are allowed to carry a concealed weapon without a permit, with certain exceptions, such as on college campuses.
“The Second Amendment does not take the semester off when you step on a college campus,” said Fine, R-Melbourne Beach, whose Senate district includes Central and South Brevard County. “There is no magic force field that keeps criminals from carrying a gun onto campus. This bill will ensure that students have the same rights on campus as they do off." |
