Louisiana has been working for two years to improve its records system to keep firearms out of the hands of the wrong people, a state police official said.
Capt. Mike Edmonson, in an interview, said the new $5 million automated record system will be operational by this summer.

Arkansas Gov. Mike Huckabee will pay off his bet Saturday with Gov. Frank Keating for his state university football team's Cotton Bowl loss to the Oklahoma Sooners.
The governors wagered hunting trips on the outcome of the Jan. 1 football game in Dallas between OU and the University of Arkansas.
Because OU beat Arkansas 10-3, Huckabee must treat Keating to a duck hunt near Weiner, Ark., in the northeastern part of the state. |

Hairs from a grizzly bear rug were sought legitimately as part of a control sample study of the rare creatures along the Canadian border, officials leading the survey said.
Federal and state biologists have admitted to submitting falsified samples of lynx hair in a separate study, creating an increased scrutiny of many surveys involving endangered species. |

Gun-control groups are drawing a bead on Gov. Bill Owens' call for a statewide standard for issuing concealed weapons permits, saying it will "put more firearms in the wrong hands."
Currently a police chief or sheriff can set his or her own criteria for issuing the permits. Some do so freely. In other jurisdictions, it's almost impossible to get a permit. |

Tuesday's shooting of two students at Martin Luther King, Jr. High School in New York is proof that the "Gun Free School Zone" loophole must be closed, said the Citizens Committee for the Right to Keep and Bear Arms (CCRKBA).
Two students were seriously wounded in the afternoon shooting by another student, now in police custody. The school is located on Manhattan's Upper West Side near Lincoln Center. |

South Carolina received a near-failing grade Wednesday for its system of background checks that let 305 felons and others illegally buy firearms during a 30-month period, according to a report by a gun control advocacy group.
But one of South Carolina's top law enforcement officers said the report is false and defended the state's procedure of doing background checks on gun buyers.

In 1983, at the age of 23, Larry Dicken got in a shoving match resulting from a property boundary dispute and was convicted of misdemeanor battery, as was the other party involved in the mutual confrontation.
