A recent Townhall essay challenged anti-gun Democrats to “admit defeat” because there is mounting evidence that the so-called “universal background check” schemes trumpeted by the gun prohibition movement as the means to reduce violence with firearms have been failures where they’ve been tried.
Check the states where such background check requirements have been instituted. California has had the requirement for years, but it didn’t stop the mass shooting in Thousand Oaks late last year.

An Arkansas lawmaker has filed a "stand your ground" self-defense bill.
Opponents of the House Bill 1059 said it could have unintended consequences but the sponsor, Rep. Aaron Pilkington, R-Clarksville, said he wants to give Arkansans an opportunity to better protect themselves.
“Let's say someone came up to your yard, had a gun, and said, 'I’m going to shoot you, I’m going to kill you for what you did' ... your duty right then is to turn around and go inside your house," Pilkington said. "And the second you turn they could shoot you in the back and you were just trying to follow the law." |

The Huntsville Police Department on Thursday identified the two people killed in the Wednesday night shooting as IHOP employee Roy Brown and customer Roderick Turner. Brown was 56. Turner was 25.
In a statement, police said Turner was picking up a carryout order and became “disruptive and loud regarding the service at the business.”
After a confrontation, police said Turner pulled a handgun and started firing at employees, striking Brown and another worker. Police said the wounded employee “then pulled a handgun and shot the customer-shooter in self-defense of others.” |

"My dad, like, he hit him. He hit him about three or four times, and after he did that, he stopped and then he backed up. And that's when [Carlisle] pulled out the gun, and he just shot him," Butler said.
Carlisle claimed self-defense, but left the scene before police arrived.
"That's why they're still looking at all the circumstances and no one has been charged with actual homicide yet," said Fayetteville Police spokesman Lt. Shawn Strepay. "They're still working to determine what happened, not just during the actual shooting, but what led up to the shooting." |

"He was having an affair with my girlfriend," said Ralph McLaughlin. "He also is in a relationship. I found out about it, and we ran into each other at the store and a confrontation ensued. I ended up hitting him once, and he went right straight to his truck. He turned around and shot me. I went down, and he shot me two more times."
McLaughlin calls it a disagreement between men, and even if Duplisea was trying to protect himself he took it too far.
"I hit him once, and he didn't try to do anything but get to his gun," he said. "When he got to his truck, he could've just hopped in his truck and left and went to the police station."
When asked if it was considered self defense he answered, "I would think one shot would be enough." |

The attorney for Jason T. John argues that the new law, which became effective July 1, means his client should not have been charged with the August death of Wesley Willow in Casper and the case should be dismissed.
In the filing, attorney Tim Cotton also indicates that Willow attempted to assault John and John acted in self-defense by shooting Willow nine times. John has pleaded not guilty in the case.
District Attorney Dan Itzen told the Casper Star-Tribune that he did not believe John was statutorily entitled to a dismissal hearing on the grounds cited by Cotton. |

Last week, a 25-year-old woman was standing at a bus stop before dawn on Chicago’s Far South Side when she was approached by a teen who attempted to rob her with a gun. Instead, the woman, a concealed carry permit holder, pulled out her own gun and shot and killed the 19-year-old.
On its face, this story may seem to make the case for the merits of concealed carry as a method of self-protection, especially for people living in high-crime neighborhoods. But the fact is that this scenario is an outlier. It is extremely rare for a legal gun owner to use a gun successfully in self-defense. |

Today, the South Dakota Senate Judiciary Committee passed Senate Bill 47 by a 4 to 3 vote. This legislation now heads to the Senate floor for full consideration. Please contact your state Senator and strongly urge them to SUPPORT Senate Bill 47 when it comes up for a vote.
Senate Bill 47 would remove the requirement to obtain a permit in order to lawfully carry a firearm for self-defense. In South Dakota, it is already legal to carry a firearm openly, as long as the individual is not prohibited by law from possessing a firearm. |

Gov. J.B. Pritzker signed a measure putting more regulations on gun dealers in Illinois, red tape that a group representing the industry said could put them out of business.
At an event inside a Chicago school, surrounded by the city’s police superintendent, mayor, other elected officials and gun control advocacy groups, Pritzker signed Senate Bill 337, which lawmakers passed more than six months ago.
“The reason for it is to deter straw purchases so that we can prevent someone from buying a gun from someone else who is not legally allowed to own a gun,” Pritzker said. |

Rome Police were joined in their investigation by the Bureau of Narcotic Enforcement, through the state Department of Health, officials said.
Lanigan said Cimo was in possession of three handguns and several other firearms — and that he did not have the proper pistol permit to own the handguns.
“He just didn’t get around to it,” Lanigan explained about the permit. He said Cimo knew he needed a permit for the handguns.
“He stated that he had the guns as a hobby and for self defense,” Lanigan stated, and had started collecting the weapons in 2017. |

Brazilian President Jair Bolsonaro on Thursday defended a decree signed earlier this week, which provides more flexibility for possessing firearms in the country.
Bolsonaro tweeted that it is fallable to believe that the initiative "does not solve the problem of public safety," noting that the decree aims to secure "the inviolable right of self-defense."
The president signed Tuesday the decree that allows citizens aged 25 years and above to purchase up to four firearms, as long as they pass a psychological test and have no criminal record. |

The questionable part of Mr. Barr's answer is this: From my standpoint, what I would look for, in assessing a regulation, is what is the burden on law-abiding people and is it proportionate to whatever benefit, in terms of safety and effectiveness, will be conferred.
Two things stand out. First, Mr. Barr is considering the burden on law-abiding people first, and then considering the potential benefit, second. This sounds like “interest balancing”. |
