Under the "USA Patriot Act" businesses will be required to monitor their customers and report "suspicious transactions" to the Treasury Department.
Buried in the more than 300 pages of the new law is a provision that "any person engaged in a trade or business" has to file a government report if a customer spends $10,000 or more in cash ... and applies to multiple purchases if they're somehow related - three $4,000 pieces of furniture, for example. |

"In some states of the USA, it is perfectly legal for members of the public to own certain types of firearms," said one page. The manual also advised trainees to join gun clubs to hone their shooting skills. "Find one ...go there, learn, and keep it to yourself. You are going there to train for jihad."

Criminals, emboldened by an NYPD stretched thin in the aftermath of the World Trade Center attacks, have started using their guns again, causing a sudden spike in shootings that threatens the city's heralded downward trend in crime.
In the 28-day period that ended Sunday, shootings were up 24.4% over the same time last year - with 158 shootings, compared to 127 in 2000, The Post has learned. And murders have inched up 7.7%, with 56 murders last month, versus 52 in the same period last year. |

Capt. John Darrah, president of APA, says the government will have to do more than just make it possible for airlines to decide whether or not their pilots can be armed.
"APA supports a multi-layered defensive approach. Non-lethal alternatives may well be ideal as an extra layer of protection for cabin crews," wrote Captain Darrah. "But lethal weapons are an essential component of a last line of defense." |

OK: Taser used to stop man threatening violence

For the second time in a month, a new police weapon in Oklahoma City has been used to safely subdue a person who threatened violence. The M-26 Taser, an electric gun that fires small barbs on wires to shock people, was used Sunday to take down a man with a machete who threatened to kill officers.
The Tasers won't replace guns, however. "Tasers give officers another option without having to go straight to their firearms," Capt. Jessica Cummins said. |

The family of a slain woman is suing the man (and the man's parents) whose weapon her husband said he used to kill her (he claims he stole a .30-caliber rifle from a neighbor).
The lawsuit alleges that the neighbor and his parents who own the house were "negligent in leaving the rifle and ammunition unsecured where Sharpe could get it."
But prosecutors say Karen was killed by a bullet from a .22-caliber rifle. |

"...people with links to terrorist groups were able to buy firearms at gun shows, where unlicensed sellers in 32 states are not required to conduct criminal background checks. It is ludicrous to suggest ...that "the system works" because the suspects were arrested through use of surveillance and informants. We were fortunate that there were other reasons to suspect them, or they would not have been caught."

A longstanding ban on guns in state offices is at odds with Utah law and likely will be tossed out in the next few months.
The Utah attorney general's office has told state lawmakers the ban was effectively negated by in 1999 by changes the Legislature made to the state's gun laws. The attorney general's opinion said state employees who hold concealed-weapon permits will likely be able to carry guns on the job.
State officials plan to abandon the gun prohibition, possibly as soon as Jan. 1. |

Today, the ACLU is sending a letter to the city of Fresno demanding that the technology be shut down. "This is the wrong technology in the wrong place," said Barry Steinhardt, the ACLU's national associate director.
"This is a feel-good system that's not going to make us any safer. It's going to let the bad guys go, and you'll wind up with innocent people being falsely accused." |

The case, United States of America v. Clifton P. Gardner, alleged failure to remove livestock from ranges the family has run cattle on since the Ruby Valley Treaty in the 1800’s. Gardner says he has not been afforded his Constitutional Rights as a citizen of the State of Nevada. Gardner had previously presented the magistrate judge a list of 15 constitutional rights, which have been denied because of jurisdictional questions.
