HOUMA, La. -- 3 teen-agers charged with terrorizing bingo players with squirt guns have struck a plea bargain requiring them to write an essay titled "Why I'm Proud to Be an American."
Under the deal, the terrorizing charges were dropped and the 3 18-year-olds pleaded guilty to simple battery.
Each must write a 3,500-word essay, perform 48 hours of community service, speak to an eighth-grade class about their experiences in jail and write a letter of apology to the bingo players. |

The law sets up a transportation security administration ... headed by a presidentially appointed undersecretary "with the power to bypass normal procedures."

Tom Ridge, the director of homeland security, said Wednesday that he would seek substantial spending increases in President Bush's next budget, placing a priority on new agents and equipment for strapped federal law enforcement agencies and urgent improvements in public health centers.

.. shoppers can take simple precautions to make themselves more "crime-proof."
.. shoppers should not go out alone, should get in and out of their vehicles quickly, carry less cash, and shop during the day.
Police ... increase patrols to deter criminals who are drawn to the shopping mobs.
Citizens on Patrol groups will assist police and security guards.

The state Supreme Court has blocked - at least temporarily - the new law allowing New Mexicans to carry loaded, concealed handguns. The court halted the application and licensing process while it considers legal arguments on "whether the law is constitutional."
"That's a pretty good preliminary victory for us," said Albuquerque Mayor Jim Baca. "The court must really have some problems with this thing, and I'm very happy about it." |

The Arlington Police Department began the academy in 1999 with about two dozen participants. It was aimed at educating residents on how the Police Department operates. A similar program is offered twice a year in English.
The Spanish-language citizens police academy, which is free, meets for three hours once a week. Topics include local ordinances, arrest powers, self-defense tactics and weapons training. |
