The last direct action by the United States Supreme Court on the Second Amendment was the decision of Caetano v. Massachusetts. The case was decided in 2016. The Court unanimously held, in the Caetano PER CURIAM decision (pdf), that: The Court has held that “the Second Amendment extends, prima facie, to all instruments that constitute bearable arms, even those that were not in existence at the time of the founding,” District of Columbia v. Heller, 554 U. S. 570, 582 (2008), and that this “Second Amendment right is fully applicable to the States,” McDonald v.Chicago, 561 U. S. 742, 750 (2010). |

A new study shows that when guns are part of domestic violence, women actually suffer fewer injuries, but experience greater fear. According to a researcher at the University of Pennsylvania, that’s because when a gun enters the situation, women are more likely to back down than fight back. |

Now the Massachusetts Medical Society and the state attorney general's office, with endorsement from chiefs of police associations, have released pamphlets and online educational material to help doctors talk voluntarily to patients about another touchy subject: guns in the home and how to keep themselves and family members safe. |

The Senate Judiciary Committee endorsed by a voice vote the proposal requiring public colleges and universities to allow faculty and staff to carry concealed handguns on campus if they have a license from the state. A 2013 law leaves the decision up to the schools, but no campus has opted to do so. The proposal now heads to the majority-Republican Senate. |

In the end, the Hibbing Rifle and Pistol Club never really had a shot at keeping the indoor range at the Lincoln Elementary School open. If you recall, last fall a “concerned citizen” lodged a complaint about the club and some of its members using the school’s basement to shoot 22 caliber pistols (and teach firearms safety courses to youth, a less publicized part of the story). |

York County Commissioners approved last Wednesday the purchase of 15 stun guns for the county probation department. The stun guns, made by Taser International, come with a price tag of $36,588. Payments will be spread out over the next five years, and money will come out of the county's general fund, county spokesman Mark Walters said. |

This is not a column about the Second Amendment. This is not an argument for its abolishment or a liberal ploy to take all the guns away and deprive sportsman of their favored tool for hunting or keep people from protecting their families. While I firmly believe the Second Amendment should be read in its entirety and understood contextually, I can’t deny that it is in the Constitution. So, this isn’t a column about the Second Amendment. |

Hard to believe—after a mere 10 predecessor installments—but our short/light build can finally be called a rifle. Enough components are together that the range beckons, and all the dry functionality can be assessed: Hand cycling, trigger/safety function, even bore-sighting are all done. |

I read in the Feb. 13 Under the Dome article “Bill would allow concealed carry without permit” about a new proposal for eliminating the permit requirement for possession of a concealed weapon. I used to have a concealed-carry permit. I got one when they were first made available, not because I thought I needed one or even wanted to walk around with a concealed pistol, but as a political statement. I thought such a right ought to be available to people who have a need to carry a weapon. |

It is not the first time proposed changes in gun permit laws have caused Etowah County Sheriff Todd Entrekin concern, and he doubts it will be the last. Alabama's sheriffs are responsible now for issuing concealed-carry gun permits. If a bill introduced by Sen. Gerald Allen becomes law, people would not be required to have those permits to carry concealed weapons. |

The National Rifle Association is moving quickly under the Trump administration to push proposals to strengthen gun owners' rights, after eight years of being frozen out of policy under President Obama. And while Trump said very little about his support for the Second Amendment since the election, the NRA sees a chance to make real policy changes under a president who has strongly indicated a willingness to work with the group. |

Bernalillo County Sheriff’s Office has reported a shooting near Isleta and Bridge. A large police presence was in the area of 705 Nashville SW for several hours Saturday night. BCSO is now reporting that at least one person was killed. |

Gun rights supporters and state Republican lawmakers are fighting huge gun permit fee increases proposed by Gov. Dannel P. Malloy, saying they would price many people out of being able to exercise their Second Amendment right to bear arms. The Democratic governor wants to quadruple the five-year renewal fee for pistol permits from $70 to $300 as part of his plan to offset a budget deficit estimated at $1.7 billion in the next fiscal year. For people getting their first five-year pistol permits, the fees would increase from $140 to $370, which includes a $70 charge collected by cities and towns. The proposed fees would be among the highest in the country. |
