"A resident on the 2100 block of Padlock Place heard what appeared to be someone breaking into their home earlier this morning. ... the homeowner stated a burglar was attempting to break the glass on a window."

The word "Perceived" is inserted because that is what Atlanta's police Chief had to say about the in-town serious crime problem, that it is a "perceived problem," implying that the problem is not real and that the in-town Atlanta victims of these crimes simply have a perception problem.
