One of the nation’s foremost constitutional scholars, Professor William Van Alstyne, died on January 29. In his later years he was a friend of Cato’s Center for Constitutional Studies. In fact, in 2010, at the conclusion of the Center’s annual Constitution Day Symposium, he delivered our ninth annual B. Kenneth Simon Lecture in Constitutional Thought. |

A bill that would allow people to bring guns onto public transit last week became the first of about 20 gun-related proposals to receive a hearing in the current Missouri legislative session. Possessing a gun on public transportation systems in Missouri is currently a felony. Republican Sen. Bob Onder’s bill would allow people with a concealed carry permits to bring a firearm on public transit such as buses run by the Kansas City Area Transportation Authority (KCATA) or the city’s streetcar system. Amtrak passenger trains would not be affected. |

The 2018 election results in Minnesota brought the Democrats into the majority in the House and kept a Democrat in the Governor’s office. As a result early legislation has carried a decidedly left leaning agenda including the introduction of two bills aimed at gun control – a hot button liberal issue and a staple of the party’s traditional platform. This type of political maneuvering is expected anytime one party or the other gains the voting advantage. Politicians make their living in St. Paul and in order to survive they must appease the voters that put them in office. |

One of the most unnecessary and just cruel laws to pass was introduced by Senator Todd Kaminisky (D) who represents part of Long Island was Senate Bill S101A, which effectively allows the state of New York to tell educators they cannot have anyone on the grounds of a public school who is not a resource officer to be armed or possess any firearm. Before that, it was up to the school board to make those decisions. |

The Georgia legislature wrapped up business on Wednesday last week, allowing lawmakers to either flee from or flock to the various Super Bowl events leading up to the big game Sunday in Atlanta. But the shortened week — made even shorter for some by warnings of snow and ice that never came to the Capitol Tuesday — didn't stop the flow of legislative action. |

Farmers who are tired of deer destroying their crops could get a new incentive to let hunters onto their land under a bill in the Nebraska Legislature, but some outdoors groups and state officials aren't thrilled with the idea. The proposal would create special permits for landowners to hunt deer up to a week before the official firearm hunting season starts, if they open at least half of their land to hunters during the regular season. |

More than 1,500 people had come through the doors by the time exhibitors in the 59th annual Bel Air Gun Show began breaking down at the end of the day Saturday, and about 400 to 500 more people are expected for the third and final day of the show Sunday, according to organizers. “Today has been great; our attendance is almost exactly the same as last year,” Mike Horsmon, president of the Izaak Walton League of America’s Harford County chapter, said late Saturday afternoon. |

By the second week of West Virginia deer season, most hunters are inside, out of the bitter mountain cold, and the deer are hunkered down until about one hour either side of daylight. Both deer and hunters know the game is on, and the deer are praying for the worst possible weather which keeps the hunters inside¯or at least most of them inside as rifle season comes to close. |

The chairman of the Senate Agriculture and Natural Resources Committee says he doesn’t plan to hold hearings on a bill that would allow the state to raise prices for hunting, fishing and furharvesting licenses and permits. Sen. Dan Kerschen, R-Garden Plain, said Saturday he hadn’t been consulted on the amounts requested or the rationale for the changes when allowing the Kansas Department of Wildlife, Parks and Tourism to introduce Senate Bill 50. He said the committee wouldn’t hear the bill, and “the discussion on access needs to be considered.” |

There is a classic Looney Tunes cartoon in which Daffy Duck and Bugs Bunny argue with Elmer Fudd about whether it is duck or “wabbit” season. Daffy, of course, loses the argument and Elmer’s gun discharges in the duck’s face. In true cartoon fashion, the direct hit was not fatal, but it left Daffy with powder burns, broken feathers and smoke literally and figuratively rising from his head. |

The stabbing death of a pregnant Lyft driver in Tempe on Jan. 27, followed by an attack Wednesday on an Uber driver in the West Valley, has renewed questions about driver safety and the companies' differing policies on whether drivers can carry any type of weapon. Lyft has a strict "no weapons" policy. Uber allows drivers to carry non-lethal weapons but regulates how they can be used. |
