The individual has apparently been identified, and the Facebook page have apparently been identified. There were at least three threatening posts, including one that stated “Ozzie Knezovich is gonna get a bullet in his skull.” Another post declared, “I-1639 is law. sheriffs that are non compliant (sic) will be shot. By me.” |

According to NBC News, the mountain lion, whose body was found “within a few feet of some of the man’s possessions” attacked the runner, “biting his face and wrist and causing serious but non-life-threatening injuries.” A necropsy found that the man had suffocated the animal in order to get away, according to The Washington Post. |

Flanked by Californians whose loved ones have been killed by police, a San Diego lawmaker on Wednesday announced that she’d revive a bill that would make it easier to file criminal charges against officers who use deadly force not deemed “necessary.”
Democrat Shirley Weber says the California Act to Save Lives has one important difference from a similar bill she submitted last year. This time, it more clearly allows officers to invoke the self-defense law without penalty when there is imminent danger and when deescalation strategies like verbal warnings and persuasion tactics do not work. |

At 10:21 a.m. on december 6, Lake Brantley High School, in Florida, initiated a “code red” lockdown. “This is not a drill,” a voice announced over the PA system. At the same moment, teachers received a text message warning of an active shooter on campus. Fearful students took shelter in classrooms. Many sobbed hysterically, others vomited or fainted, and some sent farewell notes to parents. A later announcement prompted a stampede in the cafeteria, as students fled the building and jumped over fences to escape. Parents flooded 911 with frantic calls. |

A longtime Trump ally pushed to have two fathers of Parkland victims tossed out of a congressional hearing on gun violence — a reflection of the vociferous nature of the debate Democrats have made a priority in the new Congress.
Rep. Matt Gaetz, R-Fla., sparked commotion in the hearing when he listed circumstances in which violence was committed by undocumented immigrants, and said the solution would be to build the Trump-backed wall along the Southwest border. |

Can a state ban all new handguns? According to a 2-1 panel of the Ninth Circuit, the answer is yes. A pending cert. petition asks the U.S. Supreme Court to consider the question. I filed an amicus brief in support of petition, on behalf of professors (including VC's Randy Barnett) who teach Second Amendment law, and also on behalf of several civil rights organizations (the Independence Institute, where I work; the Millennial Policy Center; and Mountain States Legal Foundation). |

This week, House Bill 1284 and House Bill 1643 have passed committee and will now head to the House floor for further consideration. HB 1284, which would enhance protections afforded to law-abiding citizens acting in defense of themselves and others, has been placed on the House floor calendar for February 7th. HB 1643 would improve the ability of law-abiding citizens to defend themselves in Indiana by eliminating fees and reducing the areas where they would be left defenseless. |

Lawmakers are looking at a handful of bills that would make Hawaii's gun laws stricter.
One of the bills bans the sale of any assault weapons. Another creates a gun violence prevention center.
A third would allow law enforcement officers or family to obtain a court order to prevent a person from owning firearms if they pose a danger to themselves or others.
"We're finding across the United States, the second amendment is gaining steam, not losing it," Hawaii Rifle Association's Harvey Gerwig said. |

A doctor, law enforcement personnel, and a witness to one of the nation’s worst mass shootings urged Congress on Wednesday to consider stricter gun-control measures, as House members convened their first hearing in eight years to address what most agree is an epidemic of gun violence.
“Congress for too long has done virtually nothing," Judiciary Committee Chairman Jerrold Nadler (D., N.Y.) said. "But now we begin a new chapter. … We may at last take real action to address this crisis.” |

Phillips' story might have carried the day. But there was a problem, as Rep. Ryan Dvorak, D-South Bend, pointed out during the hearing. The bill granted someone who justifiably intervened blanket immunity from lawsuits by others who might have been injured during a shootout, including innocent bystanders. Someone might injure or kill a child by recklessly shooting at a robber in a store, for instance, and the child's family would have no ability to make a claim in court.
Monday, after days of discussion, the Judiciary Committee passed an amendment narrowing the immunity provisions only to lawsuits brought on behalf of criminals or their survivors. |

A number of sheriffs and police chiefs in Washington have announced they won’t enforce the gun initiative that passed last November because they believe it’s unconstitutional.
But Whatcom County Sheriff Bill Elfo says that’s not his call to make.
“In our system of government, it’s very, very clear that courts interpret the law and determine constitutionality of the law,” he says. |

The case is Rogers v. Grewal, which challenges New Jersey's restrictive firearms carry license policy. There's a split on the subject among lower courts; the details are a bit complicated, but the short version is that the First, Second, Third, and Fourth Circuits have upheld such restrictive policies, while the Seventh, Ninth, and D.C. Circuits, together with the Illinois Supreme Court have struck down some such policies. Several amicus briefs support the petition, including one signed by, among others, the California State Sheriffs' Association, which "represents each of the fifty-eight California sheriffs." |

Democrats on the House Judiciary Committee held a hearing Wednesday on new gun control legislation Democrats plan to push on the American people. The top Republican on the committee, Doug Collins, R-Ga., asked committee Democrats if I could testify about this legislation in an appropriate setting to offer another perspective as both a survivor of a shooting attack and strong supporter of our Second Amendment rights. But the Democrats said no. While liberals may try to silence conservative voices, I will not be silenced. The American people deserve to hear all perspectives. Here is the testimony I planned to give: |

The number of Washington law enforcement and government leaders balking at upholding gun control measures approved by voters in November, is growing.
Stevens County Sheriff Brad Manke said his deputies will not actively seek out violators unless there is an imminent threat to public safety.
“I took an oath to defend the Constitution and uphold the laws of the state of Washington, so I don’t feel I can say I will not enforce a law under any circumstances,” he said. “However, it would have to be a pretty extreme circumstance for us to ever make a custodial arrest for a violation. |

But the Supreme Court may be preparing to pull the pin. Following on the heels of the arrival of pro-gun Justice Brett Kavanaugh, the court late last month accepted a case out of New York that threatens to curtail dramatically the ability of states and localities to regulate firearms. The case also will allow the court to address a jurisprudential issue that poses a profound dilemma for many civil libertarians: the interrelationship between the doctrine governing gun rights and the doctrine governing other provisions of the Bill of Rights, such as the First Amendment right to free speech. |
