"Nino Durden, a former member of the Los Angeles Police Department's Rampart station antigang unit, told state and federal investigators in 2001 that a police sergeant made up a story after Durden and his partner, Rafael Perez, shot an unarmed man in 1996, the Los Angeles Times reported. Two fellow officers wrote phony reports to confirm the details, according to the newspaper, which cited transcripts of Durden's interviews with investigators."

"Several key lawmakers were made aware during the 2001 legislative session that DPS had amassed a six-figure surplus in the Concealed Handgun License Program (a number we're told was amazingly close to the amount of money they plan to take out of the program in their proposed cost-savings plan!) These lawmakers attempted, during last session and throughout the interim, to get DPS to reduce CHL fees where possible. The Governor even issued an Executive Order to that effect last fall. DPS did respond to those requests -- with plenty of excuses as to why they couldn't reduce fees and absolutely no action to reduce the fees themselves."

Still, lots of cities and states have restrictive gun laws along with high rates of violent crime. What, then, is unique about the District of Columbia? Why do D.C.'s laws have gun defenders up in arms?"

"For starters, no handgun can be registered in D.C. Even those pistols registered prior to the District's 1976 ban cannot be carried from room to room in the home without a license. Moreover, all firearms in the home, including rifles and shotguns, must be unloaded and either disassembled or bound by a trigger lock. In effect, no one in the District can possess a functional firearm in his or her own residence. The law applies not just to 'unfit' persons like felons, minors or the mentally incompetent, but across-the-board to ordinary, honest, responsible citizens."
