St. Louis Police are investigating an apparent “self-defense” shooting that left a man dead.
The shooting happened Thursday night in the 5700 block of Delmar Blvd.
Officers say a 37-year-old man told him that another man approached his car yelling and firing shots at him.
The man in the car grabbed his own weapon and returned fire.
Police say they found 34-year-old Marcus Portis of St. Louis fatally-wounded in the parking lot of a gas station where he collapsed. |

Both men said they acted in self-defense; trial-court judges agreed, and prosecutors appealed. The Court of Appeals imposed the stricter standard, applying the same rule requiring judges to view evidence in the state’s favor in determining whether a defendant goes to trial in a criminal case.
The Supreme Court had not previously spelled out the standard for reviewing self-defense claims, and the law itself does not say. But in the court’s unanimous opinion in Hardy’s case, Justice Caleb Stegall wrote that judges are supposed to perform a “gatekeeping function” and prevent some cases “from ever getting to a trial and a jury” because legislators who wrote the law contemplated “true immunity.” |

Based on the very strong language in both the Heller and McDonald cases, and our nation’s historical promotion of the defense of home, it is very doubtful that any ban on the possession of guns within the home would survive legal challenge. Likewise, any restriction on an individual’s ability to transfer his lawfully owned handgun to and from his home would face the same legal challenge. |

A group that formed early this year has called for a national day of protest to bring awareness to the importance of truck drivers and advocate for gun rights to prevent the types of tragedies that have befallen other truckers.
“Trucker Lives Matter” is sponsored by the Small Business in Transportation Coalition, an industry trade group. They have chosen September 5, 2017, for their “Day Without A Trucker” protest. The group currently has 24,000 members.

Officials from the Czech Republic have been among the most vocal critics of the European Union’s efforts to restrict the rights of law-abiding gun owners. Most recently, the Czech government has contemplated taking the drastic step of amending the country’s constitution in order to better protect the rights of Czech citizens to possess guns for self-defense.

Facing these new controls, Czech Minister of the Interior Milan Chovanec authored the constitutional amendment to better ensure that Czechs would be able to possess firearms for their security. Euractiv Czech Republic reported that Chovanec is optimistic about the amendment’s chances. |

A Stand Your Ground-related bill is now teed up for a vote in the full Florida Senate. But, a bipartisan push to water down the bill Thursday is angering some gun rights groups.

So, Simmons, the author of Florida’s Stand Your Ground law, filed a change to Bradley’s bill.
“I really believe that what we need to do is delete lines 37 and 38 that talk about a lack of accountability—this sentence that says, ‘if the motion is not granted, the motion and its contents are inadmissible at trial,’” Simmons added.
And, while other amendments got defeated, Simmons’ change to the bill won unanimous approval in the Senate. That means it’s now teed up for a floor vote. Its House companion has one more stop before heading to the floor. |

Hammer sent out a notice Wednesday to members of the NRA and Unified Sportsmen of Florida, under the title "Florida Report: Sen. Anitere Flores Turns on Law-abiding Gun Owners."
"I cannot tell you why Sen. Flores suddenly turned on law-abiding gun owners because I do not know. (Until yesterday she had a 100% rating with NRA and USF)," Hammer wrote.
The Second Amendment-rights group Florida Carry went further, calling Flores a "turncoat" who unleashed "an anti-gun diatribe" against the pro-gun bills in the Senate, and questioning if she was speaking for herself or Senate President Joe Negron, R-Stuart. |

We see the writing on the wall, that once again we are getting lip service but no action on open carry. SB 646 is the “consolation prize“.
But no, that won't pacify us.
We know you tried. If there is anything else you can do, respectfully, now would be the time.

On Wednesday, the House Committee on Veterans Affairs marked up and favorably reported H.R. 1181, the Veterans 2nd Amendment Protection Act, sponsored by Committee Chairman Phil Roe, M.D. (R-TN). The bill now moves to the full U.S. House, where a vote could come as early as next week.

Behold, a unicorn living beneath the Gold Dome: a bipartisan bill that both loosens and tightens restrictions on gun purchases.
Senate Bill 99 is similar to a bill that passed last year, only to be tacked onto an omnibus gun bill that Gov. Nathan Deal vetoed because of other elements (this was a separate bill from the campus-carry bill). The current version is a joint effort by Democrat Elena Parent of Atlanta and Republican Tyler Harper of Ocilla, and it addresses when people who have been involuntarily hospitalized for mental illness or substance-abuse can have their right to purchase firearms restored. The Senate approved it 52-1 earlier this month. It’s now pending before the House. |

Brandon Vreeland, 40, and James Baker, 24, were charged with carrying a concealed weapon, resisting arrest and disturbing the peace. Baker was also charged with brandishing a weapon.
The two men are currently out on bond. After today's probable cause hearing, the men will have a preliminary exam on March 17.
According to Nicholas Somberg, the attorney representing Vreeland, the surveillance video doesn’t show any illegal activity by either man.
“It doesn’t show my client breaking any law, certainly not felony firearm laws -- certainly not felony resisting arrest,” said Somberg. |

This should have been a settled matter by now. Last year’s surprisingly decisive veto statement by Gov. Nathan Deal should have resolved for a long time to come the issue of guns on public college campuses. That it did not suggests that a mule might well be a suitable animal mascot for the Georgia General Assembly.
Even in a non-election year, the Gold Dome is once more advancing a measure that would allow carrying of guns on most all of the campus acreage of Georgia colleges and universities.
In pushing the latest bill, which has already whizzed through the Georgia House on a 108-63 vote, campus carry advocates have, in effect, sought to shush opponents, chief among them being Gov. Deal as well as the University System of Georgia. |

Under current Georgia law, if a person is committed, he or she’s hospitalization is reported to the FBI for the National Instant Background Check System (NICS) and remains on the person’s record for five years.
SB 99 removed the five year period that would prohibit someone from purchasing a firearm. Now, the person must go through a hearing process to determine whether they still pose a risk to themselves and/or others.
According to Democratic Sen. Elena Parent, this bill would allow people who no longer pose a threat to regain their Second Amendment rights in a more timely fashion.
The bill passed 52-1 with bipartisan support. |

Workers at the state's largest single-site employer, Wright-Patterson Air Force Base, won't be allowed to bring their handguns to work even though a new state law says employees with concealed-carry permits can keep their guns in locked cars on company property.
"Wright-Patterson AFB is an exclusive federal jurisdiction and therefore CCW holders are not authorized to carry privately owned weapons on base," said Daryl Mayer, media operations sections chief at the base, which employs about 27,000 people. |

The stick didn't work. Now, we'll see how the carrot fares.
Efforts to force local governments to allow guns in public buildings failed again at the Arizona Legislature this session, but gun-rights advocates are trying a new idea to expand the places where gun owners can carry their weapons. This one would offer business owners a little financial incentive to take down those "gun-free zone" signs at stores, restaurants and bars.
Senate Bill 1159, introduced by Sen. Sonny Borrelli, R-Lake Havasu City, would essentially make it more difficult to sue businesses that allow guns if something tragic happens. Specifically, it exempts businesses that allow guns from most civil lawsuits in instances where someone fires a gun in the business. |

What Republican anywhere in any position, anyplace, would allow themselves to be photographed with Moms Demand Action and be proud of it?
Can you think of anyone whose career might not be permanently jeopardized as a result? Mind you, I’m not talking about someone who got “punked” by some clown taking a fake photo pretending to be someone else. I’m talking about a supposed Republican who willingly allowed themselves to become a champion of the hated Bloomberg anti-gun, crowd.
I’m serious. What Republican, in a Republican district or Republican controlled state, would do such a thing? |

A town in southern Indiana, only four miles north of Louisville, Ky., now welcomes citizens and their guns to its council meetings. Clarksville officials enacted a provision last month allowing citizens to carry their weapons to public meetings at the town hall.
It's a bad idea that lacks common sense. Worse, it could lead to unnecessary worry and tragedy.
By nature, most folks don't attend city or town council meetings to pat their elected officials on the back. Many times, they arrive primed for an argument as they bellow openly at elected officials. Their discontent could be over a rezoning plan near their home, or a new building project they oppose. |
