Over the objection of law enforcement, Alabama's governor has signed a bill allowing citizens to legally carry concealed guns in public without training or a license.
Republican Governor Kay Ivey on Thursday signed House Bill 272, making Alabama the 22nd state to pass so-called "constitutional carry" legislation. Proponents of the GOP-backed bill say it defends the Second Amendment rights of law-abiding gun owners. However, both advocacy groups and law enforcement associations argue it knocks down important guardrails and will add to the state's already high rate of gun violence. |

In The Boston Globe last December, Professor Mary Anne Franks did precisely this. As part of a symposium on the U.S. Constitution, Franks argued that Americans should seek to “edit” the “deeply flawed” First and Second Amendments so that they are less “aggressively individualistic.” The first two provisions within the U.S. Bill of Rights, she concluded, “are highly susceptible to being read in isolation from the Constitution as a whole and from its commitments to equality and the collective good.” And so, they must go. |

Since the District of Columbia v. Heller decision in 2008, gun control advocates have parsed every word of Justice Antonin Scalia’s opinion for ways in which to continue their campaign against the Second Amendment. Relying on creative interpretations of dicta, these activists try to twist the landmark gun rights ruling into an endorsement of their anti-gun policies.
An example of these efforts is on display in the NRA-supported case New York Rifle & Pistol Association v. Bruen. The case concerns the validity New York’s discretionary carry licensing regime, where law enforcement is tasked with determining if an applicant has “proper cause” to carry a firearm for self-defense. |

Investigators have determined a fatal shooting that occurred Wednesday evening was an incident of self defense during an altercation between family members.
Escambia County Sheriff's Office deputies responded to a residence in the area of Quiet Oak Lane and Interstate Circle at 6:41 p.m. Wednesday in Northwest Pensacola.
ECSO Cmdr. Andrew Hobbs said two adult male relatives got into a verbal altercation that escalated when one man — the larger of the two — physically attacked his relative by choking and beating him.
Hobbs said the man who was being attacked fired shots at the other man to get him to stop the attack. The man was shot several times in both legs during the altercation. |

Earlier today, the New Hampshire House voted to pass ATV Carry. Thanks to the strong support of NRA members and Second Amendment supporters, this important legislation will move to the Senate for further consideration this session.
House Bill 1636: “ATV-Carry” allows the carry of a loaded firearm on an Off-Highway Recreation Vehicle (OHRV) or snowmobile. This legislation also helps to clean up the law from when Permitless Carry was passed and a snowmobile prohibition remained. If you can carry a gun in your vehicle, or on your person, you shouldn’t have to surrender your right to self-defense simply because you’re operating a snowmobile. |

To determine the state with the worst gun laws, 24/7 Wall St. reviewed the 2020 Annual Gun Law Scorecard from the Giffords Law Center (led by former U.S. Representative Gabrielle Giffords, herself a gun violence victim), which ranks states on the strength of gun laws and policy and assigns a letter grade. Giffords Law Center attorneys assign point values based on strength and weaknesses of state laws and policies and compare these values to gun death rates released by the Centers for Disease Control and Prevention (CDC). |

The Constitution and Bill of Rights state: “The right of the people to keep and bear arms shall not be infringed.” The term “infringed” has the synonym of “violated.” I would like to remind people that this right has a history of being violated. First, what other right “given by our Creator” needs government permission to use? The background check is an example of that violation.
Another issue is the use of the term “gun violence.” Guns are not violent. People are. The term should be “the criminal misuse of firearms.” It takes an evil or deranged person using a gun to make it “violent.” The legal actions should focus on the misuse of firearms and the penalties should be severe if one is used illegally. |

Democrats’ $1.5 trillion omnibus spending package, unveiled early Wednesday, includes provisions that constitute “a serious expansion of federal gun control” according to the National Association for Gun Rights.
Specifically, the omnibus bill includes the Violence Against Women Act (VAWA).
Though there is bipartisan consensus that violence against women is bad—more limited forms of the bill have passed through bipartisan votes since the first draft was introduced in 1994—more recent forms of the legislation have been controversial with Republicans for provisions relating to gun ownership. |

Does anyone really know when modern jacketed bullets began to appear in sixgun cartridges? Yes, I know all about FMJ .45 ACP bullets that were used in both Smith & Wesson and Colt 1917s in WWI, as well as .38 Specials used by the military with full metal jacketed bullets. With the coming of the .38/44 Heavy Duty in 1930, special metal piercing jacketed bullets were available for this new Smith & Wesson large-frame .38 Special.
However, when the .357 Magnum appeared in 1935, the one major problem with this trendsetting sixgun was the fact it used cast bullets, which leaded up the barrel very quickly. |

Whenever a mass shooting occurs, the gun controllers trot out all their usual arguments to attack the Second Amendment “right of the people to keep and bear arms.”
A good example is George Skelton’s recent column, “California has the toughest gun laws in the U.S. That’s irrelevant if they’re not enforced.” He writes, “How much money are we willing to spend to seize guns from the likes of the disturbed father who shot and killed his three daughters in a church? |

Yesterday, the House voted 101-40 to pass House Bill 1462, to reduce areas where law-abiding citizens are left defenseless. It will now go to the Senate for further consideration.
House Bill 1462 repeals arbitrary “gun-free zones” that do nothing to hinder criminals, while leaving law-abiding citizens defenseless. It removes the prohibition on law-abiding citizens carrying firearms for self-defense on public transit property and in vehicles. This ensures that citizens with varying commutes throughout their day, and of various economic means, are able to exercise their Second Amendment rights and defend themselves. |

Prosecutors plan to drop the murder charge filed against an unlicensed security guard who shot a man in 2020 following dueling rallies in downtown Denver because they don’t believe they can overcome the security guard’s claim that he acted in self-defense.
Matthew Dolloff, 32, shot and killed Lee Keltner, 49, on Oct. 10, 2020, during a confrontation between the pair toward the end of two opposing political rallies in Denver’s Civic Center. One demonstration featured conservative “Patriot Rally” attendees. That group was met by left-leaning counter-protesters. |

We all know someone like… well… us; people who stack things in the corner and forget them for weeks, perhaps months, and occasionally an embarrassing quite a bit longer.
Consider me guilty, as a recent effort to tidy up a corner of my workshop brought forth a wide-eyed gasp that sounded suspiciously like, “Whoa! Look what I just found!”
There before me on top of an old roller table/night stand were some boxes of bullets from the old Rainier Ballistics, which once turned out millions of plated bullets in Fife, Washington. One thing about being an old packrat is that occasionally, some days feel like Christmas. |

Ukraine gave a Kalashnikov Rifle to every willing civilian from 18 to 60 years of age. It knew that the key to the survival of a culture was both its willingness to fight and the availability of something with which to fight.
To that end, even Karl Marx suggested an intellectual solution. Perhaps American Marxists forgot what he and Frederick Engels wrote in 1850: “Under no pretext should arms and ammunition be surrendered; any attempt to disarm the workers must be frustrated, by force if necessary.”
Both Marx and Madison actually agreed. If the goal is to keep “power with the people,” the right to keep and bear arms is essential. |

With compromise amendments in the air, the Legislature headed Thursday toward a showdown vote that could end a filibuster blocking Sen. Tom Brewer's bill to allow people to carry a concealed handgun in Nebraska without paying for a $100 permit.
A vote on a cloture motion to end debate on what is widely described as a "constitutional carry" gun bill should come Friday before senators head home for the weekend; if that vote fails, the bill is dead. |

On Thursday, members of the House voted to approve a proposal filed by Representative Josh Bray’s legislation that makes Kentucky a Second Amendment Sanctuary State. The bill, HB 29, would prohibit identified entities from enforcing federal firearm bans.
Representative Bray spoke on the House floor Thursday about the importance of his legislation for the gun owners of Kentucky, “Over the past year, we have seen an increase in the rhetoric. It comes from as far away as the Oval Office as the President calls for additional federal firearm restrictions.” |

Legislation headed to Gov. Gretchen Whitmer's desk would require county clerks to keep processing concealed pistol licenses during state-declared or locally declared emergencies.
The Republican-sponsored bill, a response to what happened in 2020 after the coronavirus pandemic struck and prompted government shutdowns, was approved Thursday by the House on a largely party-line 58-43 vote
The sponsor, Sen. Lana Theis of Brighton, said Second Amendment rights cannot be infringed even in times of emergency. She said clerks refused or delayed issuing or renewing concealed handgun permits due to COVID-19. |

Exempt are corrections officers, military members, licensed firearms dealers and gunsmiths, persons engaged in sport shooting, and law enforcement officers.
Let me ask you this: Exactly what self-defense situation could a law enforcement officer find themselves in that you could not?
If that LEO needs more than 10 rounds of ammunition, why won’t you?

The state House today passed Rep. Beau LaFave’s plan to expand the rights of gun owners to transport their firearm unmolested while on private property.
The bill would allow uncased firearms in any vehicle, including an ATV or UTV, on private land as long as they are accompanied by or have permission from the landowner or lessee.
“This is a huge win for Michiganders all over the state,” said LaFave, of Iron Mountain. “This will help keep individuals from being unnecessarily prosecuted. Right now, you can carry a loaded pistol in or upon a vehicle with a CPL, but getting caught with a .22 long rifle subjects you to three months in jail.” |

From “ghost guns” to magazine limits, when Washington’s 2022 legislative session draws to a close today, Democrats will have added four new bills to the books targeting gun ownership, possession and use.
Proponents of the legislation say the bills are long overdue and have widespread support from Washingtonians. Opponents argue that the bills are further examples of the state government’s overreach and most, if not all, violate Second Amendment rights.
Coming so soon after the passage of Initiative 1639 in 2018 — which strengthened some gun-storage and waiting-period laws, and increased the age to purchase semi-automatic weapons from 18 to 21 — the new legislation may well be the last straw for Vancouver business owner Randy Winkel. |

Many have asked: Will Governor Holcomb (R) veto the Constitutional Carry bill?
He may, but this correspondent doubts that he will. Indiana limits the power of the Governor’s veto more than most other states. In 2021, the Indiana legislature overrode Governor Holcomb’s vetoes three times.
--If the Governor does nothing, the bill becomes law in seven days. --If the Governor vetoes the bill, a majority vote in both chambers is necessary to override the veto.
The legislature has until the end of the next legislative session to override the veto, or they can call a special session to override a veto earlier. |

Extreme animal rights groups are busy pushing their agenda in Montpelier this session, and lawmakers are poised to act on several bills attacking our hunting heritage in the Green Mountain State. A couple of these bills may appear subtle, but make no mistake, the proponents pushing this legislation support a complete ban on hunting and trapping. Please contact committee members and ask them to OPPOSE S.201, S.129, and S.281. |

Wherever standing armies are kept up, and the right of the people to keep and bear arms is, under any colour or pretext whatsoever, prohibited, liberty, if not already annihilated, is on the brink of destruction. — St. George Tucker, in his edition of 'Blackstone's Commentaries,' 1:300 (1803). |
