Senator Bob Smith of New Hampshire, has introduced Bill S.1996 in Congress, designed to discourage frivolous lawsuits against the gun industry that could bankrupt gun businesses. The bill would require plaintiffs to reimburse the gun industry for their legal defense costs if they lose, and limit attorney fee awards.

This would apply to any case filed for over $1 million or 50% of the assets of the defendant for damages caused by the unlawful use of a gun by a criminal.

Around the country, gun-rights groups are waging what some portray as a deliberately gradual, one-step-at-a-time effort to ease state laws governing the carrying of a concealed weapon.

Organizations such as the National Rife Association and Gun Owners of America say their efforts — under way in more than half the states — are no greater this year than before. But they say the Sept. 11 attacks may have provided some momentum.

Bragging between sixth graders at Oakwood Elementary School in north Stockton compelled one of the youngsters to bring a loaded gun to campus, police said.

"It's very unfortunate that a student would do this, especially a young student," Lodi Unified Superintendent Bill Huyett said. "How does an 11-year-old get access to a gun? That raises a lot of questions."

KABA NOTE: Yes -- the parents should have taught that a gun should always be unloaded before showing to others.

In 1984, three terrorists opened fire on a Jerusalem crowd with machine guns. Half a dozen shopkeepers and pedestrians drew weapons and returned fire.

One terrorist was shot dead by a jewelry store proprietor. The other two fled and were later captured.

"We didn't expect to find armed civilians," one of the gunmen later admitted.

Decrying the "virtual news blackout" on next week's UN conference to impose global taxes, Tom DeWeese, president of the American Policy Center, a think tank, has written to President Bush, urging him to resist all such plans.

A United Nations conference this month will ask world leaders, including President Bush, to consider global taxes to finance increased foreign aid spending.

Dirty Harry's .44-magnum "is culturally and historically significant. You could find a cop in every country in the world who is familiar with the line, 'Go ahead. Make my day,'" said Philip Schreier, the museum's curator of programs.

"Homeland Security" Director Ridge recently announced a color code to measure terrorist threats. The code begins with green -- indicating a low security risk -- and from there escalates to blue, yellow, orange and red. Ridge said that it may be several years before we sink below a level yellow alert -- the color yellow meaning the level of risk is "elevated."

Well, that may be true in most places. But not in Kennesaw, GA, where residents are celebrating two decades of crime-free living.

If a voter is registered as a member of the Libertarian Party, he or she can only vote for Libertarians. Democrats can only vote for Democrats. Republicans for Republicans. And so on.

Voters who are registered as nonpartisan or undeclared can vote for any party's candidates. But only for one party's candidates.

(Where's the rope?!)

KABA NOTE: Some states (like New York) have this rule; in others (like South Carolina), anyone can vote in whatever primary is available.

FBI Shooting (UPDATE)

Hodgson began his own investigation this week for attorneys' who represent Schultz.

After three days on the case, he received two calls early yesterday from longtime agents in the Baltimore office, calls that he described as attempts to get him to leave the case.

"They say the office opinion on this case is, 'It's a good shooting'."

The expectations for the University of Alaska Fairbanks rifle team are enormous. But they wouldn't want them any other way.

The Nanooks have won the last three national titles. They have crowned five of six individual champions in that span.

The goal this year is simple: another national title, two more individual titles. For the most successful collegiate rifle team in the nation being good isn't enough. They strive for perfection, and sometimes they obtain even that.

Controversial police chief Brian Paddick was applauded when he called on people to "turn in the gun gangs who have turned parts of London into a killing zone."

Speaking at a public meeting in Brixton he asked for help to round up the "guntoting urban terrorists" who have slaughtered five youths since the start of the year and left dozens more with serious injuries.

A year after state Sen. Dan Cronin supported a bill designed to make it "tougher for felons to buy guns," his opponent in the upcoming Republican primary says "more gun safety laws are needed."

State Sen. Thomas J. Walsh, who is facing Cronin in the newly reconfigured 21st legislative district, has introduced three bills he says encourage the safe use of guns and "close loopholes in ownership regulations."

"I think that people are interested in handgun safety," said Walsh.

A gun shop owner who wants to relocate his South Michigan Street store next to the Center for the Homeless has been told he won't be allowed to under city code, but he insists that he hasn't changed his plans.

A sign in a window at 755 S. Michigan St. reads "Future Site of Len's Gun Shop."

But St. Joseph/South Bend Building Commissioner Don Fozo said city code prohibits a gun shop from locating within 200 feet of a "school, child-care center or child-care ministry."

A gun dealing dentist from Burbank who already faces felony weapons charges stands at the center of an investigation into potentially illegal purchases of assault weapons by Los Angeles police officers, according to documents and interviews.

LAPD detectives are investigating "the illegal purchase of at least 20 assault weapons by LAPD personnel" from dentist Lawrence Wolff, according to an investigative report from the state Department of Justice.

Two Republican candidates for El Paso County Commission District 1 call themselves staunch gun rights advocates.

Their message found a supportive audience of about 50 people Thursday night at a candidates forum sponsored by the Pikes Peak Firearms Coalition at the VFW Post No. 4051 in Colorado Springs.

Former Colorado Springs City Councilman Bill Guman, 45, is a member of the National Rifle Association, Colorado State Shooting Association and Firearms Coalition.

The National Rifle Association (NRA) has decided to end efforts to block passage of a bill to overhaul the U.S. campaign-finance system, Bloomberg News reported March 1.

The bill would ban "soft money" donations that corporations, labor unions, and wealthy individuals give to national political parties.

NRA Chief Executive Wayne LaPierre said the pro-gun group would use the courts to challenge the bill once it is signed into law. "The fix is in," LaPierre said.

A statewide campaign to repeal unfair legal protections in California for the gun industry was launched today (Tuesday) by two leading gun violence prevention organizations. Justice for Gun Victims, co-sponsored by the Educational Fund to Stop Gun Violence and Legal Community Against Violence, seeks to repeal a state statute that shields gun makers from certain lawsuits.

The pronouncement came a day after Democrats in the Senate blocked a vote on a bill that could have allowed qualified citizens to carry concealed weapons.
