These are, in fact, rare events. The streets of 'gun controlled' Chicago are far more dangerous. The problem we have is while we can predict urban violence, there is no way to predict where and when a mass shooting will occur. ... What do we do when it happens? . . ."

I have been retired for a bit over two years now. The problem during this particular time was that I was working undercover and had been for some time. Submitter's Note: On-scene cops seemed to handle the situation well, but it troubles me that the Chief said "the mind-set of the public should be one of concern" when they see an open carrier.
Really? The public should be concerned when they see someone not breaking the law?
