The House Appropriations Committee on Friday tabled a bill that would have required the state to pay attorney’s fees for citizens who are acquitted in cases where they were found to be using justified force as a defense. Lawmakers were concerned by a fiscal note which said the bill would have “unknown” impacts on the general fund.
Under the bill, if the person charged with a forcible felony successfully argues they were justified in using force as a self-defense in order to be acquitted or have their charges dropped, they would be allowed to have their out-of-pocket costs, attorney’s fees, and other costs tied to that charge paid for by the state. |

New proposed legislation is receiving pushback from a number of law enforcement, including Ryan Shea, sheriff for Freeborn County.
According to Shea, the bill — House File 396/Senate File 916 — is meant to require gun owners to store and lock firearms separately from ammunition, which is required to be locked up inside a home. A violation of the law precludes a person from acquiring a permit to carry. The bill, if passed, would hold gun owners responsible for locking up their firearms.

Gun control advocates in the Delaware General Assembly are at it again. On March 14th, anti-gun Senators introduced Senate Concurrent Resolution 12, declaring “gun violence” a “public health crisis.” They rammed it through, allowing no opportunity for public comment or debate, with the Senate quickly passing the resolution on a vote of 14-6. The House then refused to allow a roll call vote and passed the resolution by voice vote over the strong objections of Second Amendment supporters. |

The Miami-Dade State Attorney’s Office has dropped charges against Eric Popper, the driver who pulled out a handgun and shot at another driver through his own car on I-95 in Miami-Dade County. The road rage incident occurred in June 2021 but took a wild twist in January 2022. Dashcam footage from Popper’s Toyota Venza was given to the media. Popper’s attorney said the footage showed his client’s actions were in self-defense. The state attorney’s office agreed. |

Despite opposition from WVU and Marshall University, a version of a campus carry bill passed. The Campus Self-Defense Act makes it legal to carry a concealed weapon on college campuses with the proper permit. The legislation goes into effect on July 1, 2024, to give institutions time to prepare and develop secure storage options for firearms that are legally possessed on campus.

The Washington Senate Law & Justice Committee is scheduled to vote next week on House Bill 1240 creating a state definition of “assault weapon,” which the Gun Owners of America, or GOA, says would apply to most firearms.
One of the reasons is due to the definition of assault weapons in the bill. Although the bill specifically lists 62 rifles by name “regardless of which company produced and manufactured the firearm,” the ban also applies to any semi-automatic rifle with a barrel length less than 30 inches. The gun barrel is the section of a firearm between the action and the muzzle. |

On Thursday, the New Hampshire House held several floor votes on anti-gun bills. Thanks to the strong support of NRA members and Second Amendment supporters, the bills were defeated and will not move forward this session. NRA-ILA would like to thank all those Representatives who defended the Second Amendment for law-abiding citizens in the Granite State.
House Bill 76 delays Second Amendment rights by imposing a three-day waiting period before an individual may receive a firearm that they lawfully purchase, with limited exemptions. There is no evidence that waiting periods reduce violent crime. Instead, this simply denies someone the ability to buy a firearm for urgent self-defense. |

Unfortunately, while the battle to restore our gun rights never stopped, Hammer apparently did. Cracks began to appear, especially when constitutional carry or open carry were mentioned.
After 25 other states passed constitutional carry, Florida gun owners began to wonder why we hadn’t – why we were falling so far behind.

The U.S. Court of Appeals for the Second Circuit, in Manhattan, will hear five second amendment cases Monday.
"My hopes are Monday evening the case is decided and New Yorkers get their gun rights back," says Oneida County's assistant pistol licensing officer, Dan Sullivan.
It's not clear if the judges will rule from the bench, or, reserve decision and issue a written one at a later date. But Sullivan is hopeful for the outcome.
"You've got the highest court in the land and you've got three federal judges who've stated in writing that the carry concealed improvement act is not constitutional, so I'm hoping we get our gun rights back," says Sullivan. |

A bill that would stop Ohio law enforcement officers from enforcing federal gun regulations that are more restrictive than state law is drawing opposition from country prosecutors, chiefs of police and mayors.
Rep. Jean Schmidt, R-Loveland, called the proposed legislation a response to federal regulations she said infringes on Second Amendment rights.
“This is a straightforward bill that will ensure Ohioan’s Second Amendment rights are not infringed. This bill eliminates references of the United States Code as they relate to gun laws in Ohio,” Schmidt said in testimony. |

President Joe Biden came to Southern California on Tuesday to visit with members of the Monterey Park community where a horrific mass shooting took place in January. As he prepares his expected campaign for re-election, the president showcased his opposition to gun violence.
Everybody’s opposed to gun violence, and no one supports mass shootings.
But not everybody agrees that the answer is passing more laws, especially the type of laws that only affect law-abiding gun retailers and ordinary Americans exercising their Second Amendment rights. |

President Joe Biden's budgetary proposal for fiscal 2024 recommends a staggering $1.9 billion figure to fund the Bureau of Alcohol, Tobacco, Firearms, and Explosives, marking a massive increase to the agency amid additional proposals to further regulate guns across the nation.
