Why tolerance is fading for zero tolerance in schools

"While zero-tolerance policies took root nationally with the passage of the 1994 Gun-Free School Act, it wasn't until the shootings at Colorado's Columbine High School in 1999 that school officials began rapidly expanding the types of infractions that merit expulsion."

"Today, they range from spitting to swearing to skipping school. Principals and teachers say the intent is to head off bad behavior before it escalates into violence. And, in fact, there is evidence that fewer weapons and drugs are being brought on campus since zero-tolerance policies were enacted. Violent crime on campus fell 50% between 1992 and 2002, according to a federal report."

While murder rates have been falling or have been flat for years in the rest of the country, Philadelphia's rate has been rising. ..."

"Mayor John Street's solution? ...he blames the law-abiding citizens who have permits to carry concealed handguns. He announced on Thursday that the city will deliberately begin delaying issuing new concealed handgun permits. ..."

"No reporters seem to have asked Street or Rendell the obvious question: If permit-holders are the problem, how many of those 85 murders were caused by a person with a permitted concealed handgun? When I asked, the city police and mayor's office were unable or unwilling to answer that question, but my guess is zero."

AR: Lonoke weighs easing the punishment for some kids

"Since the beginning of the school year, at least three shotguns have been discovered in students’ cars that were parked on campus, resulting in three suspensions. Now Lonoke administrators and the Lonoke School Board are discussing the use of an 'assessment tool' to help decide who should be punished for bringing a gun to school and who shouldn’t. It’s a system that could result in a situation where a student deemed 'prone to violence' could be harshly punished — even expelled — for an infraction that would allow another student to get off with a lesser punishment."

NY: NYU plan to thwart suicides

"At New York University, a doorway to suicide is being sealed shut."

"The suicide-plagued school is blocking access to balconies in two high-rise dormitories starting this summer." ...

"While she said the suicides were terrible, 'the university can't prevent it. If they're not going to jump, maybe they'll try some other method.' "

"Campbell noted the rooms' windows still open wide enough to get through."

-------
KABA Note: A few weeks ago, I alluded to this very think in response to a New York Times feature by Fox Butterfield that attempted to link firearms ownership and suicides.

In it, I pointed out that "Apparently a rash of suicides at New York University ...saw four students jump to their deaths from rooftops in a span of 6 months.

Using Butterfield’s logic, maybe tall buildings are to blame."

I was being sarcastic. Apparently someone at NYU applied Butterfield's logic to their policy.

In an effort to prevent suicides, New York University will restrict access to balconies in two dormitories, Carlyle Court and Coral Towers, which together house more than 1,000 students."

"Faced with five student suicides in about a year, N.Y.U. has pursued a variety of initiatives, including expanding counseling services and building plexiglass panels around the perimeter of the atrium in the university's Bobst Library, where two students jumped to their deaths."

Yes, folks. There you have it: Balcony control!

"After a Salem high school student was told she could not post a photograph of her Marine brother holding a weapon in a classroom, school district officials have now come up with a compromise that is agreeable to both sides."

"The controversy began when Shea Riecke brought a picture to McKay High School for an assignment showing the school's graduates at work."

"However, the principal would not allow the picture to go up because two of the soldiers in the photograph are seen holding assault rifles."

"Principal Cynthia Richardson cited the school's zero tolerance policy on weapons as a reason for her decision." ...

"Now school district officials have approved the display of another picture of her brother that shows him holding a weapon, but has a focal point of a young Iraqi boy wearing a Marine t-shirt."

"Supported by women's groups such as the National Association of Women Lawyers, the Gonzales suit is path-breaking in at least two ways: first, it would establish restraining orders as de facto Constitutional entitlements, the enforcement of which are guaranteed by procedural due process; and, second, it would hold state police federally liable for actions they did not take rather than for their bad acts." ...

"...As long as restraining orders are 'standard' and 'perfunctory' they lose all value as indications of possible violence. Perhaps the police would take them seriously if they were issued only after a genuine threat of violence had been established. Otherwise, it becomes impossible to distinguish a necessary restraining order from one obtained for advantage."

"An east side homeowner confronts burglars with gun in hand, for the second time in four days!"

"George Shandy grew up in the home on Dawson, and still takes care of it. That's what he was doing on Saturday, when he shot a burglar in the arm. That suspect was arrested."

"When Shandy went to the home Tuesday, he noticed the front door was open, and someone had stolen a China hutch. The burglars had left a washer and dryer, as well as a refrigerator, in the center of the living room. Shandy had a hunch the crooks would be back, so he sat and waited for them with his 9mm handgun."

"STATE REP. Dwight Evans is a longtime advocate of gun control. The Democrat from West Oak Lane has proposed numerous bills regulating the sale of firearms during his 25 years in the state House. He made gun control the foundation of his unsuccessful mayoral run in 1998."

"Evans is so passionate about gun control that during the 1998 mayoral debates, he spoke about public safety despite being asked a question about taxes." ...

"Q: Will reducing the number of available guns reduce the number of shootings?"

"A: I believe it will. It won't eliminate them. But if we can make it more difficult for guns to get into the hands of the wrong people, then it has to have an impact. Even if it prevents one death, it will be worth it." -- KABA Note: By that logic, if a gun saves just ONE life (not to mention the thousands that are saved each year by armed citizens), it's worth keeping one around.

"The three month amnesty has also prompted legal gun owners to reconsider their need for a firearm. 'In terms of the amnesty, 8,474 illegal firearms have been handed in - and we've had 17,317 legal firearms handed in as well,' Bloem said."

"Police also confiscated 7,983 illegal firearms since the beginning of the year."

"Already we are looking at 33,774 firearms taken out of circulation - their removal should surely have a corresponding effect on violent crime perpetrated with the use of a firearm, and one expects to see a drop in violent crime. But, of course, we'll only know that much, much later..."

"Judging by recent coverage in the Toledo Blade, city officials are beginning to contradict themselves publicly as they struggle to decide how to deal with an activist who has announced he will challenge the city's ban on carrying firearms for self-defense in parks next week."

"Yesterday, Toledo City Councilman Wilma Brown told the newspaper she would try to stop the parks department from issuing a permit for the gathering by claiming it carrying firearms in the park would be a political statement. She said that is prohibited in a public park."

"But today, city law director Barb Herring contradicted Brown, announcing that advocates of the state's concealed-carry law can gather at Toledo's Ottawa Park next week, even though the event's organizer does not have a permit."

"The next time you think about cutting someone off while driving along Washington Street, or agree to let your child play at the house of a family you don't know very well, consider this fact: More than 1,200 Newton residents are licensed to own a gun."

"Police records show that one out of every 80 Newton residents are licensed to own a gun. That's similar to the percentage of gun licenses per capita issued in Cambridge or Wellesley. But it's much higher than in Brookline, where just one of every 250 residents has a gun license." ...

"Joyce, a Newtonville mother of a 17-year-old who declined to give her last name, also said that if her daughter asked to visit the home of a gun owner, 'I would have to know the family. I would have to know the whole situation'."

"But she also said, that after 29 years of living in the Garden City, she can't understand why so many Newtonites feel they need to carry a weapon."

"Why would you need a gun here? There's not that much crime around here." -- KABA Reply: Because it's a Bill of Rights not a Bill of Needs.

"Stevens ...also admits to owning the gun, which she insists belonged to her late son. But she maintains that the arrest 'is an attempt by police to get her to give up information about unsolved crime in the city.' If she believes the police to be so untrustworthy, it’s curious that she wants them (along with the military) to have a monopoly on the legal ownership of firearms."

"...In her own defense, Stevens could claim she was emulating the duplicitous behavior of gun control czarina Sarah Brady, who — in the words of the New York Daily News — 'bought her son a powerful rifle for Christmas in 2000 — and may have skirted Delaware state background-check requirements.' "Recently, we read of 13 new gun control measures that Chicago liberals want to impose on the rest of Illinoisans. From making it harder to purchase a handgun to banning various firearms and ammunition that liberals have decided are 'gratuitous', it’s a tough time to be a law-abiding gun owner in Illinois. It’s moments like this where I think a little logic would go a long way."

"Liberals have been obsessed with gun control for about 20 years now. They feel that reducing gun ownership will lower crime levels. The problem is that, as is often the case, their feelings go against accepted statistical evidence. ..."
