1. Exercising a right shouldn’t be contingent upon what state you’re in.
This seems like it would be obvious. Sadly, it’s not. The Supreme Court affirmed in 2008 that Americans have a constitutionally-protected individual Right to Keep and Bear Arms for self-defense. What’s more, no state can deny a Constitutional right. All national reciprocity means is that state governments must respect non-residents’ right to carry a firearm for self-defense to the same degree as residents of the state. And despite rumors to the contrary, national reciprocity legislation would not dictate to states how and where residents could carry concealed. Non-residents would also have to abide by state regulations governing behavior and places of carry. |

On April 7, the New Zealand Parliament’s Law and Order Committee issued the results of a formal inquiry into the country’s gun laws. Misleadingly titled, “Inquiry into issues relating to the illegal possession of firearms in New Zealand,” the report makes the case for extreme new gun controls aimed at New Zealand’s approximately 242,056 law-abiding gun owners. The onerous recommendations impact nearly every aspect of gun ownership in the country. |

President Donald Trump will speak at the National Rifle Association’s annual convention on April 28, becoming the first U.S. president to address the gun-rights group since Ronald Reagan in 1983.
“The NRA is honored to have the president address our annual meeting at the leadership forum,” said Jennifer Baker, a spokeswoman for the NRA. “We’re excited to once again have a president who respects the Second Amendment.”

The U.S. Supreme Court, including the newly confirmed conservative Associate Justice Neil Gorsuch, will soon conference to hear arguments in a gun-rights case from California that has the potential to expand the Second Amendment.
In Peruta v. California, the justices would decide whether the Second Amendment entitles law-abiding citizens to carry handguns outside of the home for self-defense, including concealed carry when open carry is prohibited by state law. Edward Peruta and other gun owners who were denied concealed-carry permits by the San Diego County sheriff appealed the case to the Supreme Court in January, The San Diego Tribune reported earlier this year. |

Dozens of bills aimed at keeping Texas the most gun-obsessed state in the nation are making their way through the legislative process. Among more than 75 gun-related bills filed in the House and nearly 30 in the Senate are a few, a very few, designed to safeguard Texans without infringing on their Second Amendment rights.
The most egregious pro-gun bill is House Bill 375 sponsored by state Rep. Jonathan Stickland, R-Bedford. It would allow Texans to carry firearms either concealed or openly without a permit and without any kind of safety training. Called Constitutional Carry, the bill is the Lone Star version of a state-by-state National Rifle Association crusade to strip away any restrictions whatsoever on gun ownership and usage. |

Just because we can, doesn't mean we should. That's what leaders at a local gun club said about a provision in Iowa's new firearms law.
Specifically, the section now allowing those under 14 to possess a pistol or revolver while under the direct supervision of an adult. The supervisor has to be 21 or older and must be within ear and eyeshot of the gun user.
The new rule would allow gun clubs to do handgun training for children, but the local Izaak Walton League said they won't.
For years, instructors there have taught gun safety to minors using rifles and shotguns. But, teacher safety is why the group won't be training kids under 14 to use handguns-- even though the state now allows it. |

Montana's governor has sent a bill back to lawmakers that would have allowed people carry concealed weapons in restaurants that sell alcohol, saying weapons and intoxicating beverages don't mix.
In an amendatory veto Friday, the governor wrote that "Montanans recognize that guns and alcohol in public places don't mix."
He said the bill, House Bill 494, carried by Rep. Seth Berglee, R-Joliet, would create uncertainty. The bill would have let a person with a valid permit to carry a concealed weapon to bring a concealed gun into any restaurant where alcohol is not the chief item for sale. |

Gun owners should always make sure to use proper hearing protection when operating firearms. Unfortunately, evidence from a recent study published in The Laryngoscope, a medical journal that specializes in head and neck disorders including otolaryngology, revealed that many shooters do not employ adequate hearing protection while exercising their Second Amendment rights. While some of the study’s findings are discouraging, the prevalence of excess noise exposure during the recreational use of firearms underscores the importance of pending legislation that would increase access to firearm suppressors. |

Today, April 14, Senate Bill 124 passed the Senate Judiciary Committee with amendments to address some of NRA’s concerns; however, there are still problems with this bill as it goes beyond federal law and could permanently remove a constitutional right based on the conviction of certain misdemeanor offenses. Sponsored by state Senator Pat Spearman (D-1), SB 124 would expand the prohibited persons category beyond what is currently covered under federal law. Your NRA-ILA would like to give a special thanks to Senator Roberson for offering an amendment in committee that would have addressed NRA’s concerns on this issue. Unfortunately, this amendment was not accepted. |

A hearing will be held next week at the Texas Capitol on a bill that would allow all firefighters and emergency personnel to carry a gun while on duty. Supporters say it’s their second amendment right, but it’s not a right some first responders would use even if they could.
Right now the decision on whether first responders can carry weapons is decided by local governments, and current Austin city policy says only law enforcement carry guns. But some Texas lawmakers hope to force a change in that policy. |

When a public school teacher, man or woman (usually women in these situations) is the victim of ongoing, violent, domestic abuse, should they be required to notify their school management that they are at risk?
They are in classrooms filled with our children, after all. I could ask this question about private employers also, but that would have to be a decision of the ownership. In this case, the public school teacher works for us and has a room full of our kids in her charge. |

No charges will be filed against a man who shot and killed Nicholas Jordan Luskey the morning of Feb. 1 in Camanche, Clinton County Attorney Mike Wolf said in a news release issued Friday.
Wolf said that after thoroughly investigating the case, it was apparent that Derick D. Carroll, 25, shot the 22-year-old Luskey, of Fulton, Illinois, in self-defense.
According to Wolf, the morning Luskey was shot, he had camped out in a driveway near the Camanche dwelling of a woman he had dated off and on from late-2015 through mid-2016 so he could watch her. |

New Jersey is closer to settling a lawsuit that would end the state’s ban on civilians buying stun guns.
In court papers filed Tuesday, Attorney General Christopher Porrino conceded the state’s ban on electronic arms is unconstitutional. The state law defines a stun gun as “any weapon or other device which emits an electrical charge or current intended to temporarily or permanently disable a person.”
Regulations permit police officers in New Jersey to use stun guns.
Resident Mark Cheeseman and the New Jersey Second Amendment Society filed suit in August 2016 after Taser International declined his order for a Taser Pulse model because the state bans the sale of such merchandise. |

This is a category in which each week close to 10 women are shot to death by their husbands, boyfriends or former dating partners. The victims and gunmen go unnoticed on the national scene unless the shooting turns into a larger tragedy, like the school invasion on Monday in California, in which a man murdered his wife as she taught class and, in his rampage, killed an 8-year-old student.
It turned out that the man, who ended his spree with suicide, had a history of domestic violence and threats that should have denied him ownership of a firearm. But, as with so many of the nation’s shameful gun control laws, weak enforcement and loopholes helped perpetrate another I.P.V. shooting. |

Meredith Gibson, 13, and Natalie Gibson, 11, had pushed for reform of the state's age restrictions on handling pistols. Nebraska lawmakers approved a bill Wednesday that would require state guns laws to override municipal regulations in Nebraska.
The Omaha World-Herald reported the measure, Legislative Bill 68, passed the first of three votes Wednesday by a 32-12 margin, barely escaping a filibuster supported by some lawmakers who insisted cities and villages have the right to regulate firearms.
The bill is being called the most significant gun rights legislation in Nebraska since the concealed carry law was enacted in 2006.
“It helps citizens in our states to bear arms, which is guaranteed to them under our Constitution,” said State Sen. Mike Hilgers, the bill’s sponsor. |

“There have been a record number of sales of handguns in the past several years and the majority of those purchasers have been women,” said Bergstedt. “I realized after retirement I could use my experience and skills to help women as well as any beginning shooter to get more proficient with firearms and to provide a public service.
