With concealed weapons now legal in all 50 states, the National Rifle Association's focus at this week's annual meeting is less about enacting additional state protections than on making sure the permits already issued still apply when the gun owners travel across the country. The nation's largest gun-rights group, which officially opens its meeting of about 70,000 people Friday in Indianapolis, wants Congress to require that concealed weapons permits issued in one state be recognized everywhere, even when the local requirements differ. Advocates say the effort would eliminate a patchwork of state-specific regulations that lead to carriers unwittingly violating the law when traveling. |

Members of the gun rights group Open Carry Tarrant County believe they are the ones being targeted, but they may not be the only ones affected by ordinance changes. A second Arlington ban could put heavy restrictions on handing out pamphlets. |

A Texas man said this week that he was forced to kill his dog with his bare hands after an officer who he called to investigate a burglary shot the animal because it was barking. Earlier this week, Cole Middleton explained on Facebook that he had contacted the Rains County Sheriff’s Department about a robbery last Friday. Middleton admitted that his 3-year-old dog, Candy, was probably barking when the Deputy Jerred Dooley arrived, but he insisted that the animal had never bitten anyone. |

A Sikh man wants to serve on a Sutter County jury, but the court will not let him because of the ceremonial weapon he carries. Next week, Gursant Singh is scheduled for jury duty. He says he’ll be arriving with other members of his community, asking for the chance to serve on a jury. “I feel very strongly that as a citizen of the United States that I should be able to serve as a juror,” he said. Despite the fact he’s ready, he may never be allowed in the courthouse. “They’ve put me in a position,” he said. “Either I violate my code of conduct with my religion, or I break the law.” Singh, who is Sikh carries a dagger, known as a kirpan, an important part of the religion he says that must not be removed. |

Brazos County jurors on Wednesday heard from the ex-wife of a former Madisonville police sergeant on trial for allegedly planting methamphetamine on the woman he twice married. Jeffrey Covington's ex-wife testified that when she was arrested in November 2011 after a Texas DPS trooper pulled her over and found drugs in a magnetic key holder under her vehicle, she immediately suspected Covington was somehow responsible.
The defendant was indicted in February 2013 on felony charges of delivery of a controlled substance, obstruction or retaliation and official oppression, and is accused of working with another former Madisonville officer, Justin Barham, to have a police informant plant drugs on Laura Covington.

Guests with permission would be able to use deadly force if they feel threatened, under a bill approved by the Missouri House expanding the “castle doctrine.”
Property owners or renters are already allowed to use deadly force in a house or vehicle in self-defense under a 2007 Missouri law. The measure sponsored by Rep. Joe Don McGaugh, R-Carrollton, extends the legal defense to people who are on the property with permission from the owner. |

It seems that every time there is a self-defense shooting in the United States, writers and editors are quick to pull out the Castle-Doctrine ruler and see if the case measures up.
As with most pop-culture media drives, the more a topic is discussed, the less people seem to understand it. Ask the average person on the street to explain the meaning of “Stand your Ground” or the “Castle-Doctrine” and some will go so far as to tell you the rules give a person license to kill anyone who makes them afraid or nervous, all without consequences. |

California's system for handing out permits to carry concealed handguns would be overhauled and centralized under a newly amended bill by Assemblyman Tim Donnelly, the leading Republican gubernatorial candidate.
Introduced in the wake of a federal appeals court decision declaring unconstitutional the restrictions that many California counties have used to sharply limit the right to carry a concealed weapon, Donnelly's AB1563 would strip county sheriffs of the authority and discretion to grant or deny such permits -- and instead give that authority to the state Justice Department. |
