Albuquerque Public Schools (APS) Superintendent Brad Allison said he wants to arm the school district police officers next year with stun guns and give them access to shotguns. "I'm as worried as can be," Allison said in a meeting with Journal editors Tuesday, pointing to recent student shootings in El Cajon, Calif., where an armed city officer was credited with bringing down a student gunman. |

Jess Lewis, county emergency services coordinator, said Tuesday afternoon that 911 service for the county was cut off at about 11a.m. and was generally restored by about 5:30p.m.

Three Santa Fe High School students — charged with five felony counts apiece in Friday's "dry ice" bombing of the school — must undergo intensive psychological exams to determine whether they are a danger to themselves or their community, a state district court judge said Tuesday.

The report, written by Officer Robert Engelke, adds new detail to witness accounts of the rampage at the Elgin bar, which ended when patrons tackled Casteel as he paused to reload. According to his report, Engelke was the first officer on the scene about 12:40a.m. and saw patrons running from every visible exit. One patron implored: "He is still inside shooting people. Go get him. Help us." As other officers arrived and prepared to enter the bar together, Engelke heard 20 to 30 shots. |

A new study by David Mustard examines how right-to-carry laws and waiting periods affect police deaths. Many people oppose concealed carry laws because they believe these laws jeopardize police officers. The conclusion: This paper strongly rejects this contention. Allowing law-abiding citizens to carry concealed weapons does not endanger the lives of officers, and may help reduce their risk of being killed.
