"The collective rights view is certainly the dominant view in the court of appeals -- only the Fifth Circuit has endorsed the individual rights view. Still, is enheartening to see quite a few circuit judges in various circuits reaffirming that view; it makes the odds a little better (though still impossible to calculate) should the Supreme Court get the issue in the next few years, likely as to the challenges to the D.C. gun ban. In close cases, Justices are indeed influenced by what they see as the mainstream of judicial opinion. If it had looked like all judges except two on the Fifth Circuit endorsed the collective rights view, some of the Justices would have probably taken the individual rights view less seriously. But if many respected dissenting judges, both liberal and conservative, in various circuits endorse the individual rights view, at least some Justices are more likely to be open to it, even if the circuit bottom-line scorecard still reads 8-1 or something along those lines. ..." |

The possession of a valid firearms permit, or a valid license to carry a concealed weapon, does not exempt a person from the provisions of this law. Students are not permitted to possess anything what would be considered a weapon under this statute on school property."
The students will continue being scared, disarmed and vulnerable. And lighting will not solve the problem. |

BATON ROUGE, La. -- Election day commissioners and poll watchers wouldn't be able to carry a gun to the polls, under a bill approved Monday by the Senate in an attempt to stop intimidation of voters trying to cast their ballots.
"There's no reason I can think of why a poll watcher would need a weapon at his side," said Sen. Cleo Fields, D-Baton Rouge, the bill's sponsor. A violation could carry up to a five-year prison sentence and $1,000 fine. The bill, approved 25-11 in the Senate, moves next to the House for debate. Police in Prince William County, Va., are looking for a registered sex offender accused of raping a 13-year-old girl he knew. Police said 39-year-old William Reeder sexually assaulted the girl at his Nokesville home last weekend. According to investigators, Reeder handcuffed the girl to a bed while she was sleeping.

WA: Washougal officer accused of using Taser on woman 27 times

The Washougal Police Department demoted Sergeant Robert Ritchie to officer for using excessive force.
Chief Robert Garwood says Ritchie used poor judgment in using a Taser to stun a woman he had contacted over a dog complaint.
In the incident in August, the woman complained that Ritchie used the stun gun on her 27 times, leaving red marks on her body from the shocks.
The woman speaks little English and had asked for an interpreter.
Police say Ritchie arrested her when she refused to sign a citation for the dog violation.
She is awaiting trial in District Court on charges of resisting arresting, obstructing a police officer and failing to control her dog.
Ritchie has been with the department nearly 20 years. |
