The Arizona Legislature's 117-day session dragged on longer than most anticipated, primarily due to battles over the state budget and school funding. Bookending those battles were votes on hundreds of bills. The Legislature this session passed 388 bills, about half in the final two days of the session. So far, Gov. Doug Ducey has signed 248 of them into law. |

A divided federal appeals court ruled in an Alameda County case Monday that the constitutional Second Amendment right to bear arms includes a right to buy and sell guns, although with some limits. A three-judge panel of the 9th U.S. Circuit Court of Appeals in San Francisco said by a 2-1 vote that “the right to purchase and to sell firearms is part and parcel of the historically recognized right to keep and to bear arms.”

The press seems to relish in doing gun control stories in the week leading up to the annual convention of the National Rifle Association. The NRA gathers this coming weekend in Louisville, and in addition to the Couric program, there’s an anti-gun opinion piece in today’s Seattle Times from Jerry Large, and another column in today’s Daily Californian that will infuriate Second Amendment activists.

Hundreds of Pennsylvanians supporting tougher background checks on gun buyers rallied at the state Capitol Rotunda on Monday, demanding lawmakers vote on a pair of bills which, advocates say, would strengthen gun laws. However, House Bill 1010 and Senate Bill 1049 have sat untouched in committees since October and November respectively. |

Police chiefs are struggling to recruit enough officers willing to carry a gun to tackle a Paris-style terror attack, because they fear they will be treated as criminal suspects if they use their weapon in the line of duty, the country’s top firearms officer has warned. Deputy chief constable Simon Chesterman said potential recruits were being deterred because of fears they could spend years under investigation after a decision to fire on a suspect. |

Bay City is officially honoring June 2, 2016, as National Gun Violence Awareness Day. Bay City Mayor Kathleen Newsham made a proclamation at a City Commission meeting Monday, May 16, calling for gun owners to be extra careful with their firearms, especially around children. About a half-dozen supporters of the proclamation, including Bay City resident Jane Harris, who called for the mayor to make a proclamation earlier this month, wore orange to the meeting. The color represents the "Wear Orange" campaign, which advocates for the gun violence awareness day. The video above shows Newsham making the proclamation, which can be read in full, here.

Gun sales on Facebook, unmonitored and unchecked, have some gun control groups concerned. And these exchanges are going on in college campus groups as well. FSU Craigslist, a Facebook group where Florida State University students can sell items to each other, is a good place to pick up a couch, a TV and maybe even a gun. |

"The days of just hiding under your desk ... those days are gone."
So warns Port Huron Public Safety Director Michael Reaves, who is among a growing number of law enforcement officials recommending an assertive response to an active shooter situation.
Port Huron Police are one of three St. Clair County agencies now offering to introduce ALICE to schools, businesses and organizations. Officials say ALICE — alert, lockdown, inform, counter, evacuate — is a best protocol for surviving an active killer.
"We believe this training is critical," Reaves said.
"A lot of killings can happen in five minutes."

QUOTES
TO REMEMBER |
Some writers have so confounded society with government, as to leave little or no distinction between them; whereas they are not only different, but have different origins ... Society is in every state a blessing, but Government, even in its best state, is but a necessary evil; in its worst state, an intolerable one. — THOMAS PAINE |
