In October 2006, facing a very tight reelection battle, Tim met with the leadership of the Gun Owners' Civil Rights Alliance and told them that if GOCRA supported him, he would direct the Department of Public Safety to start obeying the law regarding permit to carry (MN's CCW law) reciprocity requirements. This did not involve passing new legislation or anything of that sort, it only would have required a quick call to the Commissioner of the DPS telling him to quit screwing around and follow the law the way it was written.
