An Ohio representative is working to enshrine into state law the right of college students to carry nonlethal self-defense tools on campus.
Rep. Levi Dean (R-Xenia) introduced House Bill 949, dubbed the Campus Self-Defense Act, on May 19. The proposal would bar institutions of higher education from banning adults who are lawfully present on school grounds from possessing nonlethal self-defense tools, such as pepper spray and tasers.
“Our universities should be places where students can pursue their education, interests, and future careers without fear for their personal safety,” Dean said in a statement. |

It would be difficult to have a stand your ground defense hold up,” Blau said.
“At trial, I’m sure the defense will be self-defense. What’s going to make that difficult? He told the police that he didn’t see a weapon in the hand of the victim,” Blau said.
Blau also explained that while Oklahoma’s Castle Doctrine allows homeowners to use force against intruders in their primary residence, the situation is different for a vacant house. |

Hours after Democratic Maryland Gov. Wes Moore signed legislation Tuesday that could ban the sale of Glock pistols, pro-Second Amendment organizations announced they would file suit to block the law.
Moore became the second governor to enact a ban on so-called “machine gun convertible pistols” Tuesday, following Democratic California Gov. Gavin Newsom, who signed a similar ban in October 2025, while a similar bill is under consideration in Connecticut. The National Rifle Association announced its intentions to sue Tuesday. |

Firearms Policy Coalition (FPC) filed a new federal lawsuit, NRA v. Moore, after Maryland Governor Wes Moore signed legislation to ban semiautomatic handguns with a cruciform trigger bar, which includes nearly every Glock and Glock-style pistol on the market. FPC is seeking a permanent injunction against the enforcement of the ban as well as other relief.
The plaintiffs challenging the ban include the National Rifle Association and the Second Amendment Foundation. The plaintiffs are represented by Nicole J. Moss, David H. Thompson, Peter A. Patterson, and William V. Bergstrom of Cooper & Kirk, PLLC. |

The U.S. House of Representatives has passed legislation that would permanently end the long-standing federal practice of stripping veterans of their right to keep and bear arms simply because they need help managing their Department of Veterans Affairs benefits.
H.R. 1041, the Veterans Second Amendment Protection Act, addresses a decades-old VA policy under which veterans assigned a fiduciary to help manage their VA benefits were automatically reported to the FBI’s National Instant Criminal Background Check System as prohibited persons — losing their right to purchase or possess firearms in the process. The policy applied even when the fiduciary appointment had nothing to do with mental competency related to firearms ownership. |

The Winchester, Virginia, city council repealed an ordinance prohibiting firearms in parking garages, resulting in the Tuesday dismissal of a lawsuit filed by a pro-Second Amendment group.
Gun Owners Foundation (GOF) and the Virginia Citizens Defense League (VCDL) sued the city in 2024 over a November 2022 ordinance that prohibited carrying firearms on city property. The pro-Second Amendment groups obtained an injunction on June 11, 2024, barring Winchester from enforcing the ordinance. |

Pro-Second Amendment organizations said they would launch court challenges against a bill in Rhode Island that would give owners of modern semiautomatic firearms six months to dispose of them.
Democratic Rhode Island state Sen. Tiara Mack introduced S2710 on Feb. 27 with eight co-sponsors, legislation that tightens the state’s ban on so-called “assault weapons” by prohibiting possession of the firearms. Under the terms of the legislation, those who own prohibited firearms would have until Dec. 31 to either sell them to a licensed dealer or transfer them to an out-of-state resident who could legally own them, something pro-Second Amendment organizations say would violate Americans’ Second Amendment rights. |

Gov. Moore signed into law Senate Bill 334, which states a person "…may not manufacture, sell, offer for sale, purchase, receive, or transfer a machine gun convertible pistol." It further defines a "machine gun convertible pistol" as a firearm that contains a cruciform trigger bar. The ban goes into effect on Jan. 1, 2027. |

Prosecutors in Powhatan, Pulaski, Smyth and Spotsylvania counties say the ban violates the Second Amendment. Those Commonwealth attorneys are Phillip Blevins Jr. (Smyth County), Rob Cerullo (Powhatan County), Justin L. Griffin (Pulaski County), and Ryan Mehaffey (Spotsylvania County).
