MI: Bill Would Eliminate Michigan Pistol Registration Mandate

Michiganders would no longer have to register pistols with the state under a bill introduced last week by Rep. Lee Chatfield, R-Levering.

Under current law, a person cannot purchase, carry, possess, or transport a pistol in Michigan without first having obtained a license for it.

Chatfield's house bill 4554 would make that optional, and eliminate the $250 fine for not registering. It would also allow people who have already registered to request the Michigan State Police remove their information from the registry.

"There is no need for state government to maintain an exhaustive list of law-abiding citizens who legally purchase pistols," Chatfield said in a press release.

I thought this was an issue that was probably dead, but the state Supreme Court seems poised to decide once and for all whether judges can bar residents with an enhanced carry firearm permit from carrying weapons into a courthouse. The state high court has asked for court briefs in a case out of Lowndes County where Ricky Ward, a firearm instructor with an enhanced carry permit, is challenging the administrative order of the three chancery judges of the 14th Chancery District, which include Lowndes, Clay, Chickasaw, Oktibbeha and Webster counties, that prohibits any party other than law enforcement from bringing a weapon within 200 feet of any courtroom door in the district.

It's not surprising the owner of the Smith & Wesson brand makes most of its money from guns, but a closer look at American Outdoor Brands' (NASDAQ: AOBC) operations reveals it's a lot more nuanced than just that broad category. So, let's dive in more deeply and see just where the gunslinger really shoots out the lights to generate sales and profits. Smith & Wesson M&P 2.0. Image source: Smith & Wesson.

I don’t have a problem with Mr. Quist not paying his bills, as some point most of us may have been in that situation. What does bother me about Mr. Quist is how he smugly sits there with a rifle in his hands wiping it down with a rag and telling the viewer how he believes in Montana values of gun ownership. This upsets me as he has the gall to lie to all the viewers of this advertisement. Mr. Quist supports gun registration for all commonly owned semi-automatic firearms used for hunting, recreational shooting, and self-defense.

Gray wolves in Minnesota, Wisconsin and Michigan could find themselves in the crosshairs of hunters as soon as this fall. A ruling is expected soon from the same appeals court that recently lifted protections for wolves in Wyoming. Officials say that whether Minnesota, Wisconsin and Michigan can hold wolf seasons this fall would depend in part on how soon the court rules.

With all this talk about immigration and building the wall, it may be time to clarify things a bit.

First of all, I am not against immigration. Legal immigration to be precise. I am against illegal immigration. There is a difference and it seems that far too many do not see the difference. Also far too many do not see what the problem is with illegal immigration.

The 2016 presidential election was one of the most polarizing election cycles in recent memory, as people on both sides of the aisle expressed distaste for the opposing party’s candidate and hot-button issues rose to the front of the United States’ collective political mind. With tragedies like the Sandy Hook, Pulse nightclub and San Bernardino shootings littering the past several years, firearms generated particularly strong emotions.

Some Herald readers are concerned about a bill before Congress that would require New Jersey to honor firearm permits from other states. During the past 30 years states that routinely issue such licenses have risen from fewer than five to 47, while murders and violent crime have fallen by half. Nearly every state where Herald readers travel, shop, vacation and send children to college already allow concealed or permitless carry.

A small but growing number of states are allowing people to carry a concealed handgun in public without a permit. Some lawmakers in Alabama want the state to join the growing list. Gun rights advocates have pushed the measure in statehouses from South Carolina to Idaho calling it the next battle over Second Amendment rights and dubbing the measure “constitutional carry” arguing a person shouldn’t have to buy a permit to carry a gun.

The boom of gun sales and permit applications caused by the craze of the 2016 election is settling, but it’s not sending the industry into the dark days some predicted for the era of a Donald Trump presidency. Last year saw record numbers of background checks and licenses being issued, but as Trump took office, those numbers started to fall, making people fear the industry was taking a turn for the worse. The firearm industry has continued to fluctuate this year, but local gun store owners and others in the industry say there’s nothing to worry about.

South Carolina legislation that lets more people carry guns, legalizes medical marijuana and borrows money to repair public buildings are among proposals dead for the year. While they received attention, one issue eclipsed all others this legislative session — fixing South Carolina's deteriorating roadways. Legislators are poised to pass South Carolina's first gas tax hike in 30 years, if they can craft a compromise between the House and Senate plans that can overcome Gov. Henry McMaster's pledged veto.

Freshly returned from Atlanta—actually, exhaustedly returned—we’re as anxious as our depleted state allows to get back to our “Open” division Glock build. If our break for NRA Annual Meetings coverage has caused you to drop the thread, take a look here and here. But speaking of Annual Meetings, we should probably close the loop there on what we were expecting vs. what we saw.

Minnesota issued more than 71,000 permits to carry a firearm in 2016, which was a new record. More than 265,000 of your neighbors are free to carry a gun as they go about their affairs. That’s 7 percent of the adult population in this slow-moving stockyard of ours who are feeling lucky when it comes to their chances of getting the drop on a wiseguy. With only a small portion of new permit-holders living in Hennepin and Ramsey counties, most of the new Minnesotans packing heat live in rural and suburban locales. Welcome to the low-density counties of a state with low crime. Say hello to my little friend.

Reacting to a string of shootings that occurred during a 24-hour period in Seattle this week, Police Chief Kathleen O’Toole – who came from Boston – evidently lit a lot of fuses when she remarked, “We are outraged by the gun violence, and neither our department nor our community will tolerate it.”

Ironically, minutes later in another part of the city, a 43-year-old man was stabbed in the neck. So far, not a word from the chief about “knife violence.”

Yes, an agent of the state must be allowed reasonable discretion when upholding the law. Yes, his purpose was legitimate. Yes, police officers have every right to defend themselves. But when an innocent young man is murdered in his home after all of the officer’s mistakes, it might not be “clearly illegal,” but it appears that something is “clearly” amiss.

The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) is concerned that California police officers are acquiring “off-roster” guns, then “illegally” selling them. Officers can take advantage of an exemption allowing them to purchase guns that law-abiding citizens are not allowed to buy–“if they passed a three-day basic firearms training course [to be] covered under the exemption.” On the other hand, law-abiding citizens are limited to a roster of California-approved handguns.

The Legislature passed a bill that would make Florida the state the first to place the burden of proof in “stand your ground” pretrial hearings on the prosecution rather than the defendant. The Senate passed the bill Friday on a 22-14 vote, just hours before it would have died on the last day lawmakers considered non-budget related bills.
