2 The spa shooter was a prohibited person and lived in a state which requires all gun (and ammunition) buyers have a FOID card which should have been confiscated by the ISP when the restraining order was granted and so would have been unaffected by this law.
3 The Clackamas shooter was not a prohibited person and stole his weapon from a friend and so would have been unaffected by this law.
4 The Tucson shooter was not a prohibited person and so would have been unaffected by this law.
