New York Senator Charles Schumer blatantly announced that the Democrats would no longer consider judges based on their legal expertise, but rather on their political philosophy. Neither Joseph K. nor his grandparents understand how something he said at home to a couple of flirtatious girls could have led to his arrest, jailing, and expulsion from school. Not to mention the fact that the police confiscated his grandfather's shotgun--out of his grandfather's own bedroom, when they were supposed to be only in Joseph's room.

At issue is the document Draft Program of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects. Delegates are meeting this week and next in closed-door sessions to hammer-out a final agreement.
Section II Paragraph 20 states the member nations undertake "[t]o seriously consider the prohibition of unrestricted trade and private ownership of small arms and light weapons specifically designed for military purposes." |

The European Union, Japan, Mozambique and other nations have been advocating strong controls that would restrict the manufacture, civilian possession and international transfer of weapons.
Major arms manufacturers, including the United States, Russia and China, have been advocating strong export controls, but will brook no interference in domestic laws. |

Despite strengthened efforts to deal with crime, serious crimes rose again in the first half of this year with a 4.9% rise citywide and a 6.5% hike across the San Fernando Valley.
Chief Bernard C. Parks pointed to a 4.1% drop in homicides citywide as a positive sign, but the Valley showed a sharp increase in homicides of 21.1% through June 30.
Overall, there were 257 homicides in the city this year and 46 in the Valley. Parks said 43% of the homicides were linked to gangs. |

Collectively the crimes in the violent category -- homicides, robbery, forcible sex offenses and aggravated assaults -- were down about 7% since 2000. Even more impressive, violent crimes are down 37% since 1996.
Non-violent crimes, such as burglary, larceny and auto theft, are down 10% from the first six months of 2000, and 37% from the first six months of 1996. |
