In a rare display of ideology, Executive Councilor David Wheeler of Milford is holding up the confirmation of Judge Thomas Rappa of Bath to a once-a-week stint at Gorham District Court because he opposes Rappa's views on guns. Most judges, like Rappa, seize firearms from people accused of domestic violence and bound by temporary restraining orders, Wheeler acknowledged. But that doesn't make the judges right or the law constitutional, he said.

(BIG SURPRISE)

Reuters -- Britain's Ben Bradshaw, the Foreign Office's undersecretary of state, gingerly took issue with the United States on Thursday, warning that "We should not allow ourselves to be blown off course by unfounded fears spread by powerful lobbying organizations." And then called on the conference to take "real and decisive action" without giving specifics.

WashingtonPost -- Rep. Henry J. Hyde, chairman of the House International Relations Committee, plans to propose that countries in the Western Hemisphere form a Commonwealth of the Americas with common political, security and economic policies.... Hyde said forming a commonwealth could provide consistency for the policies of the United States, which he said has long ignored many of its neighbors.

A Kent Municipal Court (WA) judge denied motions to dismiss charges against the Kent Junior High teacher accused of carrying a gun to school.

Firkins' arguments for dismissal included:

* The city can't prove Rudenick had a firearm or that she knew she had a firearm in her purse.

* The school principal conducted an illegal search of Rudenick's purse.

* The state law prohibiting firearms on school property is unconstitutional because it infringes on a citizen's right to bear arms.
