"Easy access to guns" partially blamed for surge in murders in nation's capital

"The homicide rate in Washington surged 36 percent this year, but local officials insist it doesn't harken a return to the days when the city was known as the nation's 'murder capital'."
"So far this year, 148 homicides have been reported, compared with 109 at this time last year. Aggravated assaults also are up, but only slightly."
You aren't one of those people who believes a person is to blame for his choices and actions, are you? If so, prepare to be enlightened:
According to Mayor Anthony A. Williams, one of the primary reasons for the surge in murders in the lovely District of Criminals is, well... "easy access to guns".
Since handguns (and, thus, legal self-defense) are already banned in D.C., what is the city's answer to these murderers?
"The city has budgeted money to add 200 officers to the existing force of 3,600."
CLEARLY... AIDS and other sexually transmitted diseases will reportedly reach epidemic proportions in this or the next generation. In some places, they are supposedly already there. If "easy access to guns" is to blame for murders, "easy access to sexual relations" is to blame for sexually transmitted diseases. Therefore, we must ban all access to sexual relations immediately. |

" 'We have received information of an attack by armed robbers,' says Austin Ugo as he fires his shotgun. His cohorts smash machetes against slow-moving cars. 'God has sent us to this job to dispense justice.' "
"The 28-year-old Ugo and his men are members of the Bakassi Boys, a vigilante group celebrated as heroes in Onitsha's once-crime ridden market but increasingly scorned by human rights groups -- and privately by some residents and police -- who say they are ruthless killers." |

"Agriculture Commissioner Meg Scott Phipps stepped into a hole a year and a half ago, and has been digging ever since. She needs a rest from her labors -- permanently."
"This is not a novel idea. Others have voiced it, and it was first aired here two months ago after North Carolina’s embattled agriculture commissioner was fined $130,000 for taking illegal contributions and unlawfully routing money to a campaign rival who ended up (briefly) on her staff."
"It takes on added urgency now as new allegations surface and as the secretary angrily swings an accusing finger in every direction but her own. Losing bidders for the state fair contract are to blame. Losing bidders, and political foes. And editorialists. Losing bidders, political foes and editorialists. It’s beginning to resemble a scene from a Steve Martin movie: 'The Jerk'."

"ARMED police swooped on a man seen waving a gun around in Leith - only to find he was a Fringe actor moving his props."
"The incident - one of four across the city and the Lothians which under-pressure firearms officers were called to on one day - was sparked when a bus driver spotted a man sitting in a Land Rover waving a gun around as he spoke to a passenger in the vehicle."
"Armed police raced to the scene at Constitution Street but it emerged the 'gunman' was part of a Fringe show which uses guns and mime during the performance."
"The actors told police they were in the area to pick up their props for their show and were 'just talking' when police arrived. A spokesman for Lothian and Borders Police said the actions of the actors were sufficient for members of the public to become alarmed and think they had a real gun."
He added: "They were totally oblivious to the fear and panic they had caused and were very apologetic when they were spoken to by officers. They were advised to transport their props in a more suitable manner next time." |

"What is going on with the Justice Department and guns?"
"Last year, John Ashcroft proposed a new policy of destroying Brady Act gun purchase records after 24 hours, even though a federal appeals court had ruled that it is perfectly legal for the department to maintain those records for six months to audit the background check system. The attorney general cited the 'privacy interests' of gun buyers as paramount. "Will individuals get their Second Amendment rights? The District presents the test case"
"Michael Freeman is probably a bad dude -- even a poster boy for gun control. He was convicted as a juvenile for assault with intent to kill, then charged as an adult with violating the ban on handgun possession in the District of Columbia. In short, Freeman isn't the type of guy who elicits much sympathy for an argument that prosecutors should drop their pending charge because Washington, D.C., gun laws violate the Second Amendment."
"Most likely, Freeman never imagined that he'd become a constitutional test case. Yet his Second Amendment claim could end up before the U.S. Supreme Court. And if Freeman isn't the test case, then someone else in D.C. with a similar background might be -- roughly three dozen challenges to the D.C. law have already been filed. Or better yet, to promote more-sympathetic litigants, pro-gun groups might consider organizing a peaceful demonstration in the nation's capital by responsible, armed citizens volunteering to be arrested for handgun possession. Whoever the ultimate litigant is, the goal will be to validate the Justice Department's newly announced position that the Second Amendment affords each of us an individual right to keep and bear arms." |

"An order by Chief Judge Marilyn Hall Patel has defense attorneys grumbling about the foreclosure of legal arguments in a common case in the Northern District of California -- ex-cons allegedly caught with a gun."
"Earlier this month, Patel dismissed the latest rage in defending felon-in-possession cases: arguing that the Justice Department's recent policy switch on the Second Amendment gives defendants new ground to challenge the charges against them."
"What really rankled defense lawyers is not so much that Patel dismissed the argument being made in courts across the country, but that she told lawyers not to waste their breath -- or taxpayer money. 'The court will not reimburse attorneys out of CJA [Criminal Justice Act] funds for such useless time,' Patel wrote." |

Jones had certainly stabbed his brother to death a year ago in a condominium near Owens Avenue and Lamb Boulevard -- a jury was now needed to determine whether his act was premeditated; whether it was justified; whether it was an 'accident' -- in short, whether this homicide constituted a 'murder,' in the legal sense, at all." |

QUOTES
TO REMEMBER |
Besides the advantage of being armed, which the Americans possess over the people of almost every other nation, the existence of subordinate governments, to which the people are attached, and by which the militia officers are appointed, forms a barrier against the enterprises of ambition, more insurmountable than any which a simple government of any form can admit of. Notwithstanding the military establishments in the several kingdoms of Europe, which are carried as far as the public resources will bear, the governments are afraid to trust the people with arms. — James Madison, The Federalist Papers, No. 46 |
