A man who appeared to be from the Caucasus shot an alleged neo-Nazi while waiting for a metro train in St. Petersburg, according to a September 22, 2008 report by the Newsru.com web site. On September 21, paramedics brought a 22-year-old man to the hospital suffering from a gunshot wound to the stomach. He claimed that the shooter opened fire without provocation, but police sources say that metro video cameras clearly show five young people dressed like "members of informal groups" (a common euphemism for neo-Nazis) approach to the shooter and start to menace him. Not taking any chances in a city where neo-Nazis have murdered several minorities in recent years, the man fired into his assailants and then fled the scene. |

Texas passed legislation in 1995 to allow the right to carry with a concealed handgun license, but college campuses are an exception. Concealed carry is aimed to deter shootings and give people the ability to protect themselves from assault, rape, theft and other crimes.
Eleven colleges permit students and faculty the right to carry across the United States, including every public university in Utah since fall 2006, a community college in Virginia for more than five years and Colorado State University for the past 13 years. No incidents involving gun violence, accidental discharge or gun theft have occurred on these campuses since legalizing concealed carry. |

Tensions between Capitol Hill and the D.C. City Council escalated last week as lawmakers tried to settle D.C. handgun restrictions in the wake of the historic overturn of the city's 32-year-old ban in June.
Heads are butting over whether the District or federal government should be in charge of delineating those regulations, resulting in a battle over D.C. sovereignty for some and the Second Amendment right to bear arms for others. |

Ladies, grab your guns.
Pocono Pistol Club in Stroudsburg wants to help local women become comfortable with a firearm by offering an all-women shooting class for beginners.
"There is an increase in people learning how to use a gun because of the increase in area crime," said Norm Lattig, the range master.
The pistol club opened in mid-April and has been booming since. With no other program like this in the area, women are now able to try their hand at a new hobby or means of self-defense by learning how to properly handle a gun in a comfortable environment. |

The D.C. Council's second "emergency" bill makes clear that it still intends to impose new limits on D.C. residents. For example, while the new D.C. bill would allow possession of semi-automatic firearms, it also bans standard-capacity magazines commonly used by law-abiding citizens for self-protection throughout the country.
This bill states as a "policy of the District of Columbia" that firearms should be stored unloaded and either disassembled or locked. While some media reports have spun this as merely an advisory provision, under the Council's bill, a gun owner can be found guilty of "criminally negligent storage of a firearm" if another individual gains access to a gun and injures someone with it. |

According to court documents, Lucero was watching movies with his girlfriend at her mother's home at 2:30 a.m. when a car they didn't recognize pulled into the driveway. Lucero went outside, where the car's driver revved the engine, spun the tires, and maneuvered repeatedly back and forth while refusing to answer questions.
Lucero retrieved a pistol from the house and went outside again, where Martinez got out of the car, walked up to Lucero and punched him in the face, according to trial testimony. Lucero testified that the gun went off as he stumbled backward and put his hands to his face. |

Obama's big problem with "Blue Dog" rural democrats (mostly white, working class voters who often vote Republican) is that they fear he will come after their guns and the hallowed Second Amendment. Not so, says Joe Biden - and he'd better not try.
"I guarantee you, Barack Obama ain't taking my shotguns, so don't buy that malarkey," Biden said angrily. "They're going to start peddling that to you. "I got two, if he tries to fool with my Beretta, he's got a problem."
Of course he was being facetious. Biden doesn't hunt, but shoots clay pigeons with the two shotguns. "I like that little over and under, you know? I'm not bad with it," he said today. |

The United Mine Workers of America claims the National Rifle Association is trying to mislead coal miners about Sen. Barack Obama's record on guns.
The union wants to make sure voters know the facts before they head to the polls. Its members are standing up to support Obama and firing back on rumors that the Democratic presidential nominee is against the Second Amendment.
Coal miner and UMWA miner Jim Toothman blamed an NRA film crew that interviewed miners at the Blacksville No. 2 mine in Monongalia County last Wednesday. |

The National Rifle Association is taking aim at Sen. Barack Obama’s ‘bitter’ comment in a new ad, claiming the Illinois senator wants to ban shotguns and rifle’s commonly used for hunting.
"I learned that Barack Obama supports new tax on my guns and ammo," Karl Rusch of Virginia says. "But it’s not just new taxes that Barack Obama wants. You can believe it. He also supports a ban on the shotguns and rifles most of us use for hunting."
Obama has called for permanently reinstating the assault weapons ban, and voted for a 2005 amendment placing restrictions on rifle ammunition that is "designed or marketed" to be armor-piercing, but has not called for confiscation of rifles. |

The National Rifle Association is reportedly running this ad in Pennsylvania and two other states, saying Obama would tax guns and ammo, and ban shotguns. Those claims seem far fetched, according to the Field & Stream interview I wrote about Friday, in which Obama talked at length about his stances on the Second Amendment, assault rifles, hunting and fishing. |

Last week, the House passed legislation by a 266–152 margin to restore the Second Amendment rights of the residents of D.C. In July, the Supreme Court’s District of Columbia v. Heller decision struck down a citywide ban on the possession of a firearm. Legislation sponsored by Travis Childers (D-Miss.) would repeal the District’s ban on semiautomatic weapons, change the registration requirements for most guns, and force the District to comply with the Supreme Court ruling. Meanwhile, after months of massive resistance, the D.C. City Council voted to slightly ease its unconstitutional restrictions on firearms in an effort to stall the stronger House bill. |

Union leaders say a National Rifle Association film crew tried to coerce West Virginia miners into bad-mouthing presidential hopeful Barack Obama on camera, and that the union plans a brief work stoppage in protest. The United Mine Workers will call for the stoppage at Consol's Blacksville No. 2 mine next week, union President Cecil Roberts said Monday at a news conference with representatives of Obama's West Virginia campaign in Charleston. |

The political arm of the National Rifle Association is going on the offensive against the Democratic presidential ticket today, CBS News chief political consultant Marc Ambinder reports. Below you'll find a spot airing in Pennsylvania; the NRA also plans to run ads in Colorado, New Mexico and other states. "I gotta tell you, with the high cost of gas and just about everything else, we're all feeling pinched," a Virginia hunter named Karl Rusch says as the spot opens. "And now I learn that Barack Obama supports a huge new tax on my guns and ammo. And he voted to ban virtually all deer hunting ammunition. Where is this guy from? He's probably never been hunting a day in his life." |

Two Berks County constables were arrested this morning and charged with theft and related offenses in a scheme to bill the county services they never provided.
Constables Thomas L. Holt of Bernville and Dennis "Whip" Mulligan surrendered to prosecutors at District Judge Timothy M. Dougherty’s West Reading office.
Officials said the two were charging the county fees for arresting people they never had contact with and for falsifying records so they could get paid for work they never did. Three Berks constables, including Holt, made more than $250,000 in 2007. Mulligan made more than $100,000 last year, according to county records.
