"The Senate overwhelmingly backed a measure on Thursday that would arm airline pilots on a voluntary basis in a dramatic security step aimed at preventing a repeat of last year's Sept. 11 attacks."

"Gun control advocates from the Democratic party joined conservative Republicans in passing the measure 87-6, leading supporters to declare they had the momentum to overcome the remaining hurdles to making the plan law."

"A similar bill already has passed the House of Representatives by a wide margin, and while the Bush administration does not like the idea it said on Thursday it would implement such a plan if Congress passes one."

SUFFOLK, VIRGINIA -- "The City Council on Wednesday delayed voting on a requirement that residents be fingerprinted every time they apply for a permit to carry a concealed handgun."

"In Suffolk, a handgun permit is good for five years. Under the proposed regulation, anyone applying or reapplying would be fingerprinted. State law leaves it up to cities to require fingerprints, which must be expunged from records within 21 days of completing the application."

"Council member Linda T. Johnson, who called the measure unnecessary, led the effort to delay a vote until the Sept. 18 meeting to give the city staff time to research what kind of criminal background check can be done on an applicant without the fingerprints."

"Wake County school officials will test students for illegal drugs, using a new method being tried out this fall as part of a federally funded pilot program."

Here's how it works:

"Litmus paper is rubbed on surfaces such as book bags or hands; then a spray is applied to the paper. If even microscopic amounts of drugs are present, the paper changes color in seconds."

So the kid wouldn't even have to actually USE the drugs to be branded for life.

"Camden gun dealer Jason L. Rash and Smyrna gun salesman William Francis appeared in U.S. District Court on Wednesday after prosecutors accused them of selling guns to an undercover agent of the Bureau of Alcohol Tobacco and Firearms, even though the agent told them he was buying the guns for convicted felons."

CONSIDER:

BATF said basically the same thing about Arizona gun dealer Jerry Michel after having stolen over 200 firearms from his place of business. The rogue anti-Second Amendment agency must've been lying through their teeth again; they gave the firearms back and never charged him.

"[Michael Bouchard, special agent in charge of the bureau's Maryland and Delaware region] said his agency rarely puts together such undercover operations because most federal prosecutors don't make prosecuting gun dealers a priority."

Tell that to the roughly dozen+ gun dealers who got the Jerry Michel treatment in Arizona over an 18-month period from 1999 through 2001, Mr. "Special" Agent.

"The World Trade Organization said the United States must abolish a law, the Byrd Amendment, that has allowed the government to hand out almost $500 million in import duties to companies such as U.S. Steel and Hershey Foods. The law allowed the federal government to turn over to companies the import duties collected under anti-dumping orders. The EU said the law encourages U.S. companies to bring trade cases against foreign competitors by rewarding them with direct payments if they win. The WTO ruling confirms an interim July 17 ruling on a complaint brought by the European Union, Canada and nine other governments. The United States said it will appeal."

Some stipulations the Bush administration attached to its support for arming commercial pilots:

--A test program must be undertaken to establish the viability of arming all 85,000 commercial pilots.

--Only pilots who volunteer to carry guns would do so, and they must undergo firearms training and safety instruction.

--Protocols should be established to coordinate pilot responsibilities with those of armed air marshals and other law enforcement officials who travel with guns.

--Pilots should be issued individual lock boxes that would be used to transport weapons to and from aircraft.

--Cockpits would have to be redesigned to accommodate special sleeves to hold guns.

--Studies must be undertaken to determine how to comply with state, local and foreign gun laws, as well as to determine liability issues involving use of the weapons.

--Congress would need to come up with more money, which the administration estimates would cost $900 million to start and $250 million annually to maintain. The Transportation Security Administration does not have money in its budget to cover the expense.
