Joe Biden can best capitalize on the rioting following the death of George Floyd in the same way he can best capitalize on anything in 2020: by keeping quiet and out of sight. Unfortunately for Biden, he does occasionally show up and say things. And then this happens: He suggests that police should be trained that, if cops rushed by unarmed person, they could “shoot them in the leg instead of the heart is a very different thing.” |

The author egregiously misstates the issue.
"Shoot to kill" vs "shoot to wound" is a dangerous amateurish construct that posits bogus alternatives, and it remains maddeningly popular among the uninitiated.
We shoot to STOP. We keep shooting until the threat stops. Whether or not the attacker is killed is not in the calculus - center-of-mass placement is optimum for stopping an attacker, and if one has no choice but to shoot, it means that there isn't time to contemplate which body part would be 'safest' to preserve the attacker's life, even assuming that hitting that part is within the skill set of the defender under extreme duress.
