No one with such a cavalier attitude regarding the use of undelegated powers should ever hold office of any kind. This is not only a problem with Graham - it is a problem with the majority of Democrats. They believe that there is no constitutional line the government cannot cross if it deems it "for the public good". It's that "living constitution" nonsense, and it is counterfeit.
No one should ever, EVER vote for a Democrat.
