Right. "COULD substantially reduce". Uh-huh.
Just like campus carry COULD increase the risk of suicides, homicides, accidents, grade inflation and drunken frat part shootouts.
Only the latter doesn't (all evidence proves the converse), and the first is the same class of voodoo prognostication, i.e. nothing to substantiate it. |
