It would be gratifying to see the Committee say...
"We regret that Congress hasn't been following the Constitution with regards to the District of Columbia. We have been reminded that Congress is supposed to exercise '...exclusive Legislation in all Cases whatsoever...' within the district pursuant to Article 1, Section 8.
Therefore, we are proposing a Bill to void all District laws, and all City Ordinances, and return that exclusive legislative authority to Congress, adopt the criminal code and traffic laws from the State of Maryland, and set up a Committee to review and promulgate appropriate legislation as mandated by the Constitution, thereby fulfilling this one, at least, of our responsibilities" |
