One need only leave New York for another more constitutionally compliant state, acquire and complete the machining to make the 80% into a functional "firearm" and engrave/stamp a serial number (Examples include BR-549, NCC-1701, & NX-211.) and then, upon returning to New York, one would be in compliance. . However, once stolen, how exactly does one trace the possession of any firearm that transfers illegally? |
