Awwww, geee, is "The Naked City" just now discovering that there's something called a
BLACK MARKET??????????????????????
Yea, you make a desirable item illegal or hard to get, there's gonna be a black market. Put a high tax on cigarettes and the black market will sell them cheaper. Makes guns illegal and entrepreneuers will acquire and sell them too.
They SHOULD have discovered this in 1964.
