Are they buying new guns and selling used guns so they could buy more new ones to issue to officers?
Buying new guns and selling them as surplus after they weren't needed?
Buying new guns at LE agency discount and selling them to each other and cronies for less than the government paid for them?
Making reserve officers reimburse the government for half the cost of their issue weapons and letting them keep the guns personally?
The first two hypotheticals are not illicit retail trade in guns. The third one is, as well as theft of government funds. The fourth one is kind of iffy. |
