The Protecting the Second Amendment Act (S 1397), introduced June 21 by Sen. Luther Strange (R-Ala.) and co-sponsored by Texas Republican Senators Ted Cruz and John Cornyn, proposes to repeal a 2011 rule that Federal Firearms License holders in Arizona, California, New Mexico, and Texas, report same-buyer purchases of two or more rifles during a five-day period to the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE). |

| By calling attention to a well-regulated militia for the security of the Nation, and the right of each citizen to keep and bear arms, our Founding Fathers recognized the essentially civilian nature of our economy. Although it is extremely unlikely that the fears of governmental tyranny, which gave rise to the second amendment, will ever be a major danger to our Nation, the amendment still remains an important declaration of our basic military-civilian relationships, in which every citizen must be ready to participate in the defense of the country.
