Bird shot is harmless after traveling 100 yards or so. I used to attend a crow shoot in PA where more than 500 hunters would shoot crows. The shot came down like rain but no one was injured.
This is not a safety issue. This is a restriction on hunting by the anti-hunting crowd. The article says they considered a total ban on hunting, but were advised that they would lose in court.
