Roseburg, once self-described as the "Timber Capital of the World", is surrounded by National Forest... but with a twist. Much of that forest land was once held by the Oregon and California Railroad.
Congress authorized land grants to firms building a rail system in the region in 1866, and much work was done, resulting in a US Supreme Court ruling of 1915 that the developers had substantially completed the project and were entitled to the land.
Eventually, local governments began receiving proceeds of timber sales "in perpetuity". But recently, with the decline in timber harvest due to environmental and other restrictions, that revenue has dramatically declined.
Now Roseburg wants to forfeit a revenue source? How stupid can pols get? |
