A hotly contested legislative session in 2015 led to two controversial gun laws: One that allows for the open carry of handguns and another that permits the concealed carry of handguns on Texas college campuses. Now, one lawmaker is looking toward the upcoming legislative session with the hope to pass a bill that would give all Texans the right to openly carry a firearm — with or without a permit.

TX wants the full right to carry and that's well. Will the state also step up and get their armed populace trained? My preacher asked to see my pistol. Thinking he knew to be safe, I informed him it was loaded and hot. He took the loaded glock in hand with his finger on the trigger. This left me with the stark realization that stupid accidental discharges can and will happen without the right safety training and forethought.

As a resident of Texas, I can tell you what is needed and it isn't constitutional carry. What is needed is legislation to get rid of all the victim disarmament zones. Every other merchant, most banks, many restaurants, and the local mall all ban both open and concealed carry. If one were to obey the law, he would be taking his gun off and on at every other stop. And it only got worse after they passed open carry last year. A lot of establishments that weren't posted before open carry have since banned both concealed and open carry.

As a former resident of Pennsylvania, I can attest that there were no problems resulting from the very few prohibitions on concealed carry in Pennsylvania.

In Pennsylvania you can carry almost anywhere except in court houses, schools, and prisons. There is no law against concealed carry at Universities although most Universities have rules against carry on campus that are only enforceable against their students. Again, no laws, only rules.
